Chrome Apps will continue to live on until next year – SlashGear
Google had a grand vision for Chrome, one that included treating web apps as first-class citizens, a vision that almost saw its fulfillment in Chrome OS. Chrome Apps, however, didnt exactly fly on their own and was eventually made redundant by the more browser-agnostic and standardized Progressive Web Apps or PWAs. That said, Chrome Apps did gather a few true believers and users, especially among its enterprise customers, causing Google to now push back its earlier plans to sunset Chrome Apps until June next year.
The idea of Chrome Apps was novel and exciting back in a time when web apps were still in constant flux. These days, however, they have become a platform to reckon with and, perhaps to Googles secret disappointment, grown to eclipse Chrome. PWA is the name of the game these days and Google has decided to focus its resources on those instead at the expense of obsoleting its own Chrome Apps platform.
Easier said than done since Google pushed Chrome Apps hard on users, developers, and especially enterprise customers. It earlier decided to end support for Chrome Apps on Windows, Mac, and Linux by December this year for both regular users and enterprise customers alike. That may not have sat well with the latter and Google is now giving Chrome Apps a life extension.
It has already stopped accepting new Chrome Apps into its Chrome store last March but Chrome Apps for regular users on Windows, Mac, and Linux will no longer be supported on June 2021 instead of June 2020 as earlier planned. Enterprise customers as well as regular users on Chrome OS will still see support for Chrome Apps until June 2022.
What hasnt changed, is that latter date, when Chrome Apps will completely become unsupported on its last bastion, Chrome OS, thereby ending support on all platforms, consumer and enterprise. Chrome Apps may still work beyond that point but they will no longer receive any updates. Google also reassures Chrome users that extensions will continue to be a thing as a completely different and separate platform exclusive to the web browser.

After having issued ordinances removing stockholding restrictions on major foodstuffs and dismantling the monopoly of regulated mandis in the trading of farm produce, the Narendra Modi government has launched a new Agriculture Infrastructure Fund. A financing facility for setting up warehousing, cold chain, processing and other post-harvest management infrastructure, it provides an interest subvention of 3 per cent on loans of up to Rs 2 crore for a maximum seven-year period. The borrowers are mainly to be farmer producer organisations and primary agricultural cooperative societies, with a targeted disbursement of Rs 1 lakh crore over the current and next three fiscals. In order to make it attractive for banks, the loans would also have government-backed credit coverage against defaults. All in all, a good scheme at least on paper. No one can doubt the need for investments in produce shelf life extension and value addition. Also, there can be nothing better than this infrastructure coming up closer to farms and established farmer-owned institutions, thereby complementing the recent reforms that essentially aim at improving producers realisations and their share in the consumers rupee.
But theres a need to temper expectations. To start with, organisations such as the National Horticultural Board are already providing credit-linked subsidy on capital investments in pre-cooling units, controlled/modified atmosphere cold stores, reefer vans, ripening/curing chambers and other such post-harvest infrastructure. There is no dearth today of cold stores in potatoes, just as a lot of storage capacity, including low-cost scientifically-built on-farm structures, has been created for onions under the Rashtriya Krishi Vikas Yojana. So why one more scheme, is a natural question to ask. If at all, it would make sense to merge all existing schemes with the new fund so as to better leverage government money.
Secondly, cold chains and agro-processing cannot be a panacea. More than three-fourths of Indias sugarcane crop is processed by mills. Organised dairies, likewise, handle nearly a quarter of the officially-estimated milk production. Many have even installed bulk coolers allowing milk to be chilled at source in the village collection centres itself. But all that hasnt solved the problem of cane payment arrears or stopped the current crash in milk procurement prices. The same goes for onions and potatoes. Being able to store certainly enables farmers to harvest their crop, say, in March and make staggered sales till November to take advantage of higher off-season rates. But again, it has not ended price volatility that ultimately benefits neither producers nor consumers. The focus of policymakers during the first 40 years after Independence was raising farm production. In the subsequent two decades, they started paying more attention to agro-processing. The next revolution, especially in todays age of surplus, should be in crop planning and information dissemination to help farmers better align their production decisions what to grow and how much to market demand.

German government continues to boost military spending and cover for fascists – WSWS

In response to the dangerous further spreading of the COVID-19 pandemic in Germany and Europe, the ruling class is not reacting with an offensive to protect public health and to eliminate the deficiencies in the health system but is mobilizing further billions for rearmament and war.
On Thursday, the Defence Ministry informed members of parliament about the so-called 25 million euro proposals, which are to be handed over to the Budget Committee by the end of the year. All armament projects with an estimated cost of more than 25 million must be discussed and implemented by this committee.
The military blog Augen geradeaus! (Eyes Front!), which has close links to the Defence Ministry, has published an initial list of the 29 (!) such planned proposals. Among them are:
* A successor to the G36 assault rifle, the Bundeswehrs (armed forces) previous standard weapon. The first proposal for a new system, consisting of a basic weapon and accessories, is to be presented to the Budget Committee at the end of October.
* In addition to the 138 new fighter jets already launched in April, 38 Eurofighters (the latest version, Tranche 4) are to be procured. The corresponding proposal is also to be adopted in the last week of October.
* Also, there are numerous naval upgrade projects, including 31 Sea Tiger naval helicopters and the development and procurement of a so-called naval drone. The purchases are part of a comprehensive upgrade of the German navy. Among other things, four multi-purpose combat ships MKS180 are to be built in the next few years, at a cost of around 6 billion. These will be joined by further F125 frigates and Class 212A submarines.
* The tank units are also to be further upgraded. The old Marder infantry fighting vehicle is to get a service life extension for its thermal imaging targeting system, and the Leopard 2 main battle tank will receive a distance-activated protection system, reports Augen geradeaus! Also, a successor model to the Badger armoured engineering vehicle is planned, and the Boxer armoured transport vehicle will be built as a new model for joint fire support teams.
* It is also planned to increase ammunition stocks. Several proposals will address this. In the first week of September, the Budget Committee will discuss the supplementary procurement of the RBS15 Mk3 sea/land target drone for the first and second batch of corvettes, in mid-September the procurement of new GBU-54 guided bombs for the Eurofighter, and in October and November new ammunition for the 125 frigates, torpedoes and new tank ammunition.
* Significantly, the Special Forces Command (KSK), which is riddled with right-wing extremist terrorist structures, is also to be upgraded and will receive, among other things, new reconnaissance and combat vehicles and medium-sized tactical support vehicles to replace the Serval. From the outset, the WSWS has made clear that the announced restructuring of the KSK was primarily intended to make the elite right-wing extremist force more effective.
The billion-euro armament projects are aimed at expanding Germanys ability to make war. At the beginning of the week, the frigate Hamburg set sail with 250 soldiers to intervene in the escalating proxy war of the regional and great powers in Libya. In spring, the grand coalition had expanded and extended numerous foreign deployments of the Bundeswehr.
A few days ago, in an interview with Die Zeit, Defence Minister Annegret Kramp-Karrenbauer (Christian Democratic Union, CDU) demanded that it was high time to aggressively discuss how Germany must position itself in the world in the future. She said that Germany was expected to show leadership, not only as an economic power. It is about collective defence, it is about international missions, it is about a strategic view of the world, and ultimately it is about the question of whether we want to actively shape the global order.
To enforce the geostrategic and economic goals of German imperialism internationally, the German bourgeoisie is not only rearming its own military but also its allies within the European Union. It is becoming increasingly clear what militarist and fascist traditions it is resuming 75 years after the defeat of Nazi Germany in World War II.
According to an official report from the Defence Ministry, the handover of the first of a total of 44 German Leopard 2 battle tanks to the Hungarian army began at the end of July. The handover ceremony took place in the garrison town of Tata in the presence of Parliamentary State Secretary Thomas Silberhorn (Christian Social Union, CSU), who praised the military cooperation between Germany and the EU with the extreme right-wing Orban regime.
Hungary is modernising its land forces and Germany is a strategic partner in this process, said Silberhorn. The use of the same weapon systems and close cooperation in the training of tank crews increased the interoperability of the armed forces and was an important component of the Common Security and Defence Policy, he said. The German government would continue to be committed to close military cooperation between the two countries and thus also to strengthen cohesion in Europe based on the values and interests of the two countries.
The Defence Ministrys report does not go into more detail regarding the values and interests underlying the military cooperation between Berlin and Budapest. But the fascist character of the handover ceremony in Tata was obvious. Official participants in the event included, among others, members of the notorious neo-Nazi rock band Krptia, who had even written their own song for the tank handovercommissioned by the Hungarian army.
An entry on Krptias Facebook page says that the band was asked to write a march by tank crews in Tata in March. The timing for the song could not have been better, as the first Leopard 2A4 tanks have now been delivered, followed by 40 more Leopard 2A7 tanks in the next few years. One was lucky enough to admire these big cats, listen to them rumble, to see them get down to it... It is no big secret that the band has always been pro-military and satisfied with the development of the armed forces.
On Facebook, the band has published numerous pictures showing members of Krptia in martial gear posing in front of German battle tanks. Their posts clearly show their ideological outlook. They glorify Miklos Horthy, the former Reich administrator, anti-Semite and Hitler ally, drum up support for a new and ethnically pure Greater Hungary. The lyrics of their songs drip with fascist and militarist ideology. According to media reports, the Hitler salute can be regularly seen at Krptia concerts, and singer Jnos Petras rants against Roma and Jews.
Following the ceremony, the Hungarian government, which awarded Petras the countrys Golden Cross of Merit as early as 2013 and itself rehabilitated Horthy and Hungarian fascism, has defended its cooperation with Krptia. In response to an inquiry by Der Spiegel, the defence ministry in Budapest declared that the tank march was about love of the homeland and respect for the soldiers. We are pleased that a work of art has been created that popularises military service and the military vocation as widely as possible.
This is also the attitude of the German government. According to Der Spiegel, the Defence Ministry has stated that it does not want to take a position on the internal affairs of the Hungarian armed forces. It is becoming increasingly clear that the extreme right-wing terrorist networks in the Bundeswehr, the police and the secret services exist and can operate largely unchecked, mainly because these fascist forces enjoy the official support of the capitalist state and its political representatives.

WASHINGTON On June 29, a solicitation titled, NATO International Competitive Bidding (ICB): Alliance Future Surveillance and Control (AFSC) Project-Risk Reduction and Feasibility Study, popped up on Beta.Sam.Gov, a U.S. government contracting site.
The appearance of the notice represented an early, but important, step in a long process of finding a replacement for NATOs fleet of airborne early warning and control AWACS planes, which have seen increased usage over the past five years.
What youve spotted online is the U.S. government preparing U.S. companies for this upcoming call for bids, a NATO official, speaking on background, explained to Defense News. Allies will then need to decide what form [the new design] should take.
Currently, 18 nations participate in NATOs early-warning-and-control force, which operates 14 E-3As: Belgium, Canada, the Czech Republic, Denmark, Germany, Greece, Hungary, Italy, Luxembourg, the Netherlands, Norway, Poland, Portugal, Romania, Spain, Turkey, the United Kingdom and the United States. The planes are based at NATO Air Base Geilenkirchen, Germany.
NATO plans to spend $1 billion for a final service life extension of the aircraft, which would keep it flying until 2035. Any delays in the decision-making process will likely increase the cost for the fleet, meaning there is heavy pressure to hit key milestones for an alliance that rarely buys military gear as collective.
As of July, six consortia from across the alliance have delivered concept studies to NATO leadership; Brussels is currently assessing those concepts with the goal of defining a more narrow scope for requirements before the end of 2020, per the NATO official. That will be followed in 2021 by another round of responses from industry, and a 2023 deep dive by NATO which is likely to set up the final requirements. Overall, the development stage through 2023 has a budget of EUR 118.2 million ($139 million).
In the U.S., expect Boeing and Northrop Grumman to be in the running, while the likely European contenders would be Saab and Airbus, according to Doug Barrie, senior military air analyst at the International Institute for Strategic Studies think tank in London. With all the usual caveats, the most likely outcome is that it is U.S., perhaps with some European add-ons, Barrie predicts.

Richard Aboulafia, an analyst with the Teal Group, agrees that a U.S. prime, and lots of European mandates for local sustainment, support, and upgrade work is a likely outcome.
The European industrial role is a bit complicated by the fact that Airbus has zero experience here, Aboulafia argued. Saab certainly can do the job, but GlobalEye simply doesnt have the capabilities of a higher-end system, which means Boeing, or, just conceivably, Northrop Grumman/Lockheed Martin.
Firms that end up as second-tier suppliers may still end up with a strong work share, depending on how the project shapes up. The official NATO line on the program follows the system of systems approach currently popular inside the U.S. Air Force, with the idea that a single platform may not be the optimal solution.
The replacement for the AWACS aircraft could include different combinations of systems in the air, on land, at sea, in space and in cyberspace, the NATO official said. The aim is for the solution to be ready by 2035, when the AWACS aircraft reach the end of their service life.
Barrie sees costs and benefits to either approach, noting that a distributed system is less vulnerable overall to kinetic attack but is heavily reliant on connectivity, while a traditional setup is more vulnerable to physical attack, but if there is onboard command and control less reliant overall on wider connectivity and off-board analysis.
Adds Aboulafia, That system-of-systems approach is a good talking point, but creating the broader architecture is quite complicated. Also, creating a system is kind of a given for airborne early warning, but there needs to be a central platform doing the bulk of the heavy lifting. Thus, the teams will need to revolve around a platform prime.
While the overall price of the program will depend on the final design, Aboulafia predicts everything put together could cost in the $10 billion range to buy an equivalent of the original 17-aircraft NATO purchase. And that money may well be worth it for the alliance, according to Barrie.
Its been a practical and a symbolic asset, he said, and in the current European security environment air surveillance and C2 isnt becoming any less important.

New Project: Benefit/Cost of Applying a Higher Asphalt Film Thickness vs. Doing a Chip Seal at One Year – Crossroads – A Minnesota Transportation…
In Minnesota, reducing the effects of oxidation is a continuous challenge.
In a new study, funded by the Local Road Research Board, researchers will compare the effectiveness of two different methods: applying a surface treatment (typically a fog or chip seal) and increasing the asphalt film thickness during original construction.
The purpose of this study is to provide recommendations for keeping the pavement structure as moisture resistant as possible for the least amount of cost.
Required minimum asphalt film thickness (AFT) is an important parameter when assessing the long-term durability of an asphalt mixture. Research shows higher film thicknesses create more durable mixtures. Minnesota specifications require a minimum AFT for mixture design acceptance. If the ATF is below acceptable limits during production, large payment reductions or orders to remove and replace may result.
Pavement preservation treatments are gaining momentum as cost-effective ways of enhancing pavement life. To prevent deterioration of pavements, chip seals are a proven preservation method and have been widely used in Minnesota.
A Minnesota study estimated that a chip seal placed at the time of construction will be cost-effective if pavement life is extended by approximately 0.45 years (Wilde et al. 2014). Typical life extension for chip sealed roads range 5-7 years. The value of AFT specifications has been debated within the paving community.
This project offers an opportunity to validate current specifications, investigate the role of chip seals in pavement durability, and use lab and field data to perform a cost-benefit analysis of increased AFT and chip seals placed at 1 year.
Data for the analysis will be collected from both laboratory performance testing and field performance. Pavement projects especially of interest are projects that incurred pay deductions due to low AFT and if/when chip seals were placed to preserve those roadways.

The restarts of three advanced gas-cooled reactor (AGR) units at EDF's Dungeness B and Hunterston B nuclear power plants in the UK have been postponed.
Dungeness Reactor 22 and Reactor 21 were taken offline, respectively, on 27 August and 19 September, 2018 - for pre-planned outages. During that work, EDF uncovered issues to do with the main steam line and then corrosion. In recent months attention has been focused on issues to do with the site's boilers.
Restart dates were 11 Septemberfor Reactor 22 and 21 Septemberfor Reactor 21, but these were re-forecast yesterday as 10 December for Reactor 22 and 20 Decemberfor Reactor 21.
Located in Kent, England, Dungeness B's two 520 MWe AGR reactors started up in 1983 and 1985, respectively. In 2015, EDFannounced a ten-year life extension for Dungeness B to 2028 as part of the company'sstrategy to keep its UK nuclear fleet in operation until at least 2023 - the yearthat its Hinkley Point C nuclear power plant - under construction in Somerset, England - was due to be commissioned. That commissioning date has since been moved to 2025 for the first of the plants two UK European pressurised water reactors.
John Benn, station director at Dungeness, said: "The team at Dungeness continues to work tirelessly to prepare the site for a return to operations. The issues identified early in this outage have been addressed, as part of our significant investment programme over the last two years. As more work has been done, further issues have surfaced that require further detailed analysis and engineering work. To enable this work to be done, and to givethe Office for Nuclear Regulation [ONR] sufficient time to consider its response, the decision has been made to push back our restart dates until mid-December."
Hunterston Reactor 3 and Reactor 4 were taken offline on 9 March and 3 October, 2018 to work on issues related to their graphite cores. Following the approval of a safety case with the ONR, Reactor 4 was returned to service on 25 August, 2019 until 10 December, 2019.
Hunterston Reactor 3 had been due to restart on 20 August, but that has now changed to 30 August. The restart date for Reactor 4 remains 17 September.
An EDF spokesman said: "The ONR is continuing its assessment into the Hunterston B return to service case, using the information EDF has provided after extensive rounds of modelling and analysis. In the last few years, EDF has invested over GBP200 million in understanding the likely impacts on the graphite reactor under a range of worse case scenarios, including up to a 1 in 10,000 year seismic event, much larger than the UK has ever experienced. We remain confident that we would be able to shut down the reactor in all such scenarios."
Hunterston Reactor 3 (also known as B-7) and Hunterston Reactor 4 (B-8) were taken offline when cracks were found during routine inspections. EDF has said it still expects Hunterston, which is in North Ayrshire, Scotland, to close in 2023. The 475 MWe and 485 MWe reactors began operations in 1976 and 1977.
The reactor cores of all 14 AGRsin the UK are made up of graphite bricks. Channels run through these bricks for nuclear fuel, and also for control rods which can stop the nuclear reaction if needed. This graphite was always expected to change over time. How it ages is one factor which will determine how long Britain's AGRs will operate.

The Marine Corps’ Assault Amphibious Vehicle Should Have Been Replaced Years Ago – The National Interest
As Americas force-in-readiness, theMarine Corpsis expected to do it all. They thrive in austere environments and can leave at a moments notice. The Corps has always operated in close coordination with the Navy and the two branches enjoy a very close relationship.
Despite their long history working together, the today the Corp is perhaps best known for their bloody island-hopping campaign of World War II renown. During that conflict, the venerable Higgens boata light-weighttroop transport of mostly wooden constructionferried Marines into beaches throughout the Pacific.
Though military technology has significantly progressed since the mid-1940s, the Marines current ship-to-shore vehicle is actually in some ways inferior to the distantly-related Higgins boat.
Assault Amphibious Vehicle (AAV)
The AAV entered service with the United States Marine Corps in the early 1970s. It was intended to provide Marines with a shorter ship to shore time and to give Marines a degree of protection while on land.It was therefore equipped with a .50 caliber heavy machine gun and a 40-millimeter automatic grenade launcher.
AAVs launch from the well decks of Navy amphibious ships, literally driving off the ships edge and into the sea toward land. They are normally operated by a three-man crew and can carry twenty-one full-armed Marines.Though decently well-armed, the Assault Amphibious Vehicles arent very fastand in some cases may have even been slower than the Higgins boat! As a result, several attempts have been made to replace them.
TheAmphibious Combat Vehicle, or ACV, is a USMC initiative that supersedes the now-cancelledExpeditionary Fighting Vehicleprogram in developing an AAV replacement. This multi-phase effort uses several various wheeled prototypes to explore different platforms and their capabilities, with the goal of eventually giving the USMC a faster, more survivable platform for ship-to-shore operations. It is a long-overdue project, as the AAV is gaining notoriety for the dangerous incidents it has been involved in.

Most recently, an AAV sunk during a training exercise off the coast of California near Camp Pendleton, causing the deaths of seven Marines and one Sailor. Though the investigation into what exactly caused the AAV to sink is ongoing, the aged vehicles have been previously criticized for being leaky. In 2017, fifteen Marines and one Navy corpsman were injured when their AAV caught fire during another training exercise, also at Camp Pendleton.
Speaking to reporters at a news conference, Lieutenant General Joseph Osterman explained that the Corps has squeezed out all the useful life they can out of this platform, saying that the AAVs were originally procured in 1972 but theyve gone through many service life extension programs. They bring it in, they literally bring it down to just the hull and rebuild everything inside of it. Weve done that multiple times through the years.

I-Mab (Nasdaq: IMAB) announced Tuesday that the China National Medical Products Administration has accepted its pivotal trial application for eftansomatropin (also known as TJ101) as a weekly treatment for growth hormone deficiency in pediatric patients (PGHD), sending its shares up 3%, trading at $31.25 today in New York.
The clinical-stage biopharmaceutical company said eftansomatropin is an innovative long-acting recombinant human growth hormone (rhGH) with a novel molecular format utilizing Genexine's patented half-life extension hyFc fusion technology, which stimulates the production of insulin-like growth factor 1 (IGF-1) in the liver, alongside growth-stimulating effects on a variety of tissues, including osteoblast and chondrocyte activities that stimulate bone growth.
Joan Shen, the chief executive officer of I-Mab stated, "The China NMPA's acceptance of this pivotal IND for eftansomatropin represents an important step towards bringing this innovative product to the Chinese market as planned."

According to Frost & Sullivan, PGHD affected approximately 3.4 million patients in Greater China, but only 3.7% of all PGHD patients were receiving growth hormone replacement therapy, which primarily consists of daily injections of rhGH. Recombinant human growth hormone therapy has been included in the National Reimbursement Drug List in China.

The company raised $103.7 million in its IPO on January 17.

Let’s Talk About The Air Force Potentially Replacing The F-15E With The F-15EX – The Drive
The U.S. Air Force could expand its current F-15EX procurement plans in order to replace its F-15E Strike Eagles, according to official documentation. The service currently aims to recapitalize its aging F-15C/D air superiority fighters with the new F-15EX as a priority, but it has also left the door open to replacing its Strike Eagles with the type. Such an initiative wouldn't come without controversy though, especially in terms of threatening the Air Force's long-held, but often questioned F-35A procurement number goal of 1,763 airframes.
The Justification and Approval (J&A) document lays out the USAFs case for buying the F-15EX. It says: The objective of this program is to rapidly develop, integrate, and field the F-15EX weapon system to refresh/replace aging F-15C/D aircraft. A decision to also refresh F-15E aircraft has not yet been made, but remains an option.
The report sets out the Air Force's reasoning for the sole-source contract being awarded to Boeing for F-15EX, and it was signed off by USAF acquisition chief Dr. William Roper in August 2019. It carefully lays out the urgent plans to replace an F-15C fleet that it is running out of airframe hours. It adds: The F-15 fleet is in dire need of a refresh, in particular the F-15C/D fleet, which without an expensive service life extension, will run out of airframe flying hours in [redacted}. In keeping with major recapitalization projects, the timing would suggest that, when it comes, the need to replace the Strike Eagle will be just as urgent as it is currently for the F-15C/D.

The first production-standard F-15E Strike Eagle made its maiden flight on December 11, 1986, from McDonnell Douglas St Louis, Missouri, plant. The first of 236 production Strike Eagles was handed over to the 461st Tactical Fighter Training Squadron Deadly Jesters on April 12, 1988. The first operational unit the 336th Tactical Fighter Squadron (TFS) Rocketeers started to receive Strike Eagles at Seymour Johnson Air Force Base, North Carolina, in December 1988. The type was famously thrust into combat for Operation Desert Storm in 1991.

Prior to the first true F-15E's first flight, a TF-15A (F-15B) was used to prove the Strike Eagle concept, acting as a prototype and capabilities demonstrator.
Strike Eagle serial 89-0487 from Seymour Johnson became the first example to reach 12,000 flight hours on August 16, 2016. The F-15E was beefed-up in comparison to the F-15C in order to carry a heavy weapons loads, however, like the Eagle, the youngest of which is 35 years old, the Strike Eagles are aging airframes.
The small 219-strong Strike Eagle fleet remains in high demand with an enduring commitment in the U.S. Central Command region that leverages many impressive niche capabilities. With just six front line Strike Eagle squadrons, at least one is always deployed. The F-15E is also capable of delivering nuclear weapons and is the first jet certified to employ the newest variant of the B61 tactical nuclear bomb.
The current F-15E fleet features two different engine classes. The oldest jets feature the Pratt & Whitney F100-PW-220E with roughly 23,500lbs of thrust. The younger models feature the P100-PW-229 engines with around 29,000lbs of thrust, making them the most capable of the lot by a serious margin. They are also the most numerous. The F-15EX is set to receive the F110-GE-129 engine that also has 29,000lbs of thrust.
USAF
Buying more F-15EXs to replace the current F-15E would be hugely significant. USAF Chief of Staff Gen. David L. Goldfein has made regular assertions that the F-15EX will not impact the F-35 Lightning II program, but switching later F-35 procurement targeted at replacing the F-15E to the F-15EX could impact the overall F-35A projected inventory requirement. Moreover, the Boeing fighter has been used as a means to pile competitive pressure on Lockheed Martin to reduce F-35 procurement and through-life costs.
The J&A report underscores the reasoning behind purchasing the F-15EX in terms of ease of transition: Refreshing the existing F-15 fleet (versus transitioning to a new advanced fighter aircraft) with F-15EX will dramatically reduce disruption to the logistics and sustainment infrastructure, as well as operational training and Mission Ready status of current F-15 units, by taking advantage of inherent familiarity with the existing aircraft, which will allow focus on the new and improved systems.
Boeing
The case for the urgent replacement of the F-15C/D includes reasons regarding safety. The schedule impact if there is no refresh is exacerbated by the fact that the average age of the F-15C/D fleet is 35 years. The fleets structural integrity is rapidly degrading due to the high-g flight profile used during training and operations. One wing commander imposed a G restriction due to a loss of confidence in the safety of the fleet.
The USAF examined a service life extension for the F-15C but this was ruled out as not being cost-effective. The speed with which Boeing can build the F-15EX is cited as another key differentiator. Based on the foreign investment in the Saudi Arabian F-15SA and Qatari F-15QA projects, the USAFs F-15EX will share 90-95 percent commonality with the Qatari jets, but it will receive some USAF-specific additions such as Eagle Passive/Active Warning and Survivability System (EPAWSS).
USAF
The report adds that buying the F-15EX will save the USAF $3 billion over the Future Years Defense Program compared to replacing that fleet with F-35s by avoiding significant transition costs required for a new aircraft. It adds: The USAF estimates that it will take six months or less to transition from the F-15C/D to the F-15EX given the significant commonality between the F-15C/D and F-15EX aircraft components and ground support equipment, while the transition time from F-15s to the F-35 (or any other airframe) will take approximately 18 months for an Active Duty squadron and 36 months for an Air National Guard squadron. Accordingly, from both an economic and readiness perspective, no other aircraft will satisfy the USAF requirement to refresh the F-15C/D fleet.
In addition, the document makes it clear that the premium once placed on an all stealth tactical fighter fleet has eroded: The USAF has determined that a mix of 4th generation capacity and 5th generation capability is necessary in balancing near and mid-term readiness with future needs.
These were all reasons we discussed as per the justification for the 'F-15X' when The War Zone broke the story of its existence two years ago.
USAF
There are no official plans to replace the F-15E when it is retired from service, and officially it could remain in service through life-extension programs. Yet, based on the situation facing the F-15C/D, it could be up for replacement as early as the end of the decade. Previously, the War Zone was told that the F-15EX is intended to directly replace the USAF's entire F-15C/D fleet. It would have no impact on the existing F-15E Strike Eagle fleet or its planned upgrade pathway that is underway now.
The F-15E shares similar cutting-edge technology as is being fielded in the F-15EX. It has been upgraded with the Raytheon AN/APG-82(v)1 Active Electronically Scanned Array (AESA) radar, the new Advanced Display Core Processor (ADCP) II, and it too is receiving the new EPAWSS self-protection system.
The current F-15EX procurement plan as set out earlier this month could be worth up to $22.9 billion over 10 years. This cost ceiling is based on a March 2019 F-15 SPO Rough Order of Magnitude (ROM) estimate for the maximum quantity of 200 aircraft. However, the report says procurement quantities will be established at a Most Probably Quantity (MPQ) of 144 aircraft. Still, this is seen as minimum fleet size, and it is likely to reach near or at the 200 level just in regards to replacing the F-15C/D fully.
USAF
The youngest F-15C/D in the USAF's fleet is 35 years old.
The current F-15C/D fleet of approximately 245 aircraft would be replaced on what would be close to a one-for-one basis if all options are exercised. While the report doesn't discuss actual numbers, it would suggest the similarly sized F-15E fleet could be recapitalized under a very similar model, which would take F-15EX procurement out to roughly 400 aircraft.
A USAF spokesman toldAir Force Magazine That decision has not been made, regarding the F-15E. A common F-15EX fleet in a merged Eagle community would have its benefits both logistically and operationally. There is also bound to be some tension between the F-15C/D units, the vast majority of which are Air National Guard, and the active-duty F-15E community under the current procurement plan for the F-15EX.
As the plan sits, the F-15EX would equip squadrons whose only missions have been air-to-air combat and air sovereignty with the most advanced and reliable multi-role F-15s in the entire force. In other words, the F-15E community, which is tasked with some of the most complex combat operations abroad, would be flying aging, partially upgraded jets while the Guard has brand new F-15EX with excess capabilities. This has raised the question of why doesn't the F-15E get replaced with the F-15EX and the current F-15C/D community receive surplus F-15Es?

With over 50 years of production, the F-15 is entering into uncharted territory for fighter aircraft manufacturing. Boeing has cleverly retained credibility through reinventing the F-15 via foreign investment. With at least 144 new F-15s entering the Air Force's fleet in the near term, some 16 years after its last new Eagle was delivered, the prospects for follow-on orders are certainly there. This doesn't mean that recapitalizing the Strike Eagle fleet with F-15EX is anywhere near a done deal, but the door is open and it might just prove to be another case of the swiftest, cheapest, and most sensible way to keep some of the Air Force's most important fighter squadrons in business.
Regardless, with the F-15EX's stated service life of a whopping 20,000 hours, the Eagle will be gracing American fighter wing ramps well into the second half the century.

The Marine Corps amphibious vehicle involved in a deadly mishap Thursday has a long history and was set to be replaced a decade ago. However, defense budget cuts scrapped its multi-billion-dollar replacement in 2011.
Amphibious vehicles commonly called "Amtracks" have been part of the Marine Corps' fighting force since World War II, when in 1943 they carried Marines onto the shores of Tarawa, a tiny island in the Pacific.
The modern version, the Assault Amphibious Vehicle, entered service in 1972.

The armored troop carriers can be armed with a .50 caliber machine gun and a grenade launcher. They deploy from Navy amphibious ships' well decks to ferry troops to nearby beaches. On land, they're outfitted with tank treads and can transport assault teams to and from the battlefield before returning to their ships. They can carry up to 21 troops and are operated by a crew of three.
At the turn of the 21st century, replacing the AAV became the top priority for the Marines.
Its planned replacement, the Expeditionary Fighting Vehicle, was a larger, faster version of the AAV. It could travel at speeds over 25 mph while at sea more than triple the AAV's top speed of 8 mph in the water.
However, the technology in the EFV was expensive, and throughout the first decade of the 2000s costs ballooned for the General Dynamics-made craft. By 2011, the program cost was an estimated $15 billion. The program was canceled in January of that year.
Then-Congressman Duncan Hunter said at the time the cut would do "more harm than good, especially when the core competency of the Marine Corps centers on amphibious operations."
Hunter, a Marine veteran of the war in Iraq, left Congress in January after pleading guilty of stealing money from his campaign.
A cheaper replacement the Amphibious Combat Vehicle is still in the early stages of funding and development.
Lt. Gen. Joseph Osterman, the outgoing commanding general of I Marine Expeditionary Force, said at a Camp Pendleton news conference Friday that, despite its age, the AAV has been modernized since 1972.
"AAVs were originally procured in 1972 but they've gone through many service life extension programs," Osterman said. "They bring it in, they literally bring it down to just the hull and rebuild everything inside of it. We've done that multiple times through the years."

With final successful rescue, US Customs and Border Protection bids farewell to UH-1 Huey – Vertical Magazine
On July 21, just outside of Las Cruces, New Mexico, a U.S. Customs and Border Protection (CBP) Bell UH-1N helped locate and rescue two hikers lost along the mountainous Organ Needle Trail.
And with that successful mission, the last UH-1 in operation with CBP performed its final official mission and headed for retirement. Eight days later, CBPs Air and Marine Operations (AMO), El Paso Air Branch, using that same aircraft, conducted the final flight of the UH-1N helicopter for the agency.
It went up there and searched around and we were able to coordinate the locations of search-and-rescue personnel to the people who were lost, El Paso Air Branch Director John Stonehouse told Vertical in a recent interview. They had been out there for about a day and overnight. That was the last official mission the Huey went on. So, it was nice to see it go on one more official mission.
For its farewell flight, the aircraft soared over El Paso, touring its final official home with CBP. It then came back down the taxiway at the citys international airport, where the resident fire engines saluted with arcing jets of water.
The UH-1 November model that we had really allowed us to move multiple people in and out of situations, to get into areas that were maybe higher and hotter than our smaller aircraft could get into, Stonehouse said. Were specifically talking about a law enforcement role where we have to deploy personnel or a rescue role where we are trying to recover additional personnel.
Those rescues could be officers or agents that are down, U.S. citizens that are lost or illegal migration where people have been injured or lost in specific areas that require immediate medical attention, he said.
Flying from El Paso, CBP Hueys spent most of their time operating in the rugged, remote Big Bend Sector, which spans 135,000 square miles (350,000 square kilometers) over 118 counties in Texas and Oklahoma and includes Big Bend National Park, Stonehouse said. Four of the units five UH-1Ns deployed to major hurricane relief efforts, including responding to massive flooding in Houston in the aftermath of Hurricane Harvey in 2017.
The twin-engine, medium-lift UH-1N has been in operation with AMO since Feb. 10, 2015, and was intended as a short-term asset to bridge the gap of medium-lift helicopter capabilities, as AMO initiated the UH-60 Service Life Extension Plan. With that program underway and the recent approval to standardize the medium-lift helicopter fleet to the UH-60, the UH-1N served its purpose in keeping AMOs capabilities viable.
It really has proven its value, even though it is older and its outdated in terms of what it can do, Stonehouse said. We used the UH-1 really as a stopgap capability to get to a standardized medium-lift fleet, which is in alignment with our 2030 vision and strategy.
The fleet of N-model Hueys are all former U.S. Marine Corps aircraft retired between August 2010 and September 2012 and subsequently upgraded to meet AMO requirements. Upgrades included a new communications suite, glass cockpit displays, new wire-strike kit, high-skid landing gear and tail boom and rotor modifications. The Pratt & Whitney Canada PT6T-3 engine received electrical and fuel system upgrades and installation of extended exhaust deflectors. Each aircraft received the $1.3 million upgrade to AMO standard by Rotorcraft Support Inc. of Van Nuys, California.
Since 2011, the UH-1Ns and older model Hueys have operated more than 8,000 hours, contributed to seizure of approximately 16,700 pounds of marijuana and 35 vehicles, contributed to the arrest or apprehension of 245,862 individuals, and were involved in the rescue of 152 individuals.
The five UH-1Ns will be auctioned by the General Services Administration in August. Funds generated will be returned to the AMO operating budget and immediately applied to sustainment of the UH-60 Black Hawk fleet, which will replace the UH-1N along the southern border and is in use across the continental United States and Puerto Rico.
The Hueys will be replaced with two UH-60A+ Black Hawks and one Lima-model equipped with external hoist capability. A single UH-60A is currently in operation with the second scheduled for delivery later in 2020. The UH-60L is scheduled for delivering in April 2021, Stonehouse said.
All three helicopters will come from the U.S. Army. Hoisting is extremely important along the southern U.S. borders mountainous terrain, Stonehouse said.
A lot of people dont realize, they think El Paso is flat, but weve got some big mountains up here, Stonehouse said. Plus, our [area of responsibility] extends down into Big Bend, where theres a lot of beautiful mountains. Its a gorgeous area that we have and we patrol and we get to work in every day, but it does have its environmental challenges.
Once CBP zeroes its fleet with UH-60s, the entire aviation wing of the agency will have a standardized medium-lift capability optimized for emergency response at long range, Stonehouse said.
The UH-60, the benefit it brings, we can haul twice the personnel; we can go twice the distance and about 40 percent faster than we can versus the UH-1, Stonehouse said. Of course, anytime you standardize a fleet, training costs come down, operating costs come down and the interoperability across the nation really goes up.

It’s the mileage, not the years: Military says it plans to keep subs afloat past retirement dates – CBC.ca
The Canadian navy has found a very creative way to keep its second-hand submarines afloat until the late 2030s and early 2040s a plan that emphasizesmaintenance over age in predicting how long the vessels can remain seaworthy.
The plan according to a newly-releasedbriefing note prepared in the run-up to the release of the Liberal government's marquee defence policy would not see HMCS Victoria decommissioned until the end of 2042, giving the warship over 45 years service in Canada.
That estimate does not include the time the boat served with Britain's Royal Navy, which would add at least a decade to its working life.
The retirements of the other submarines HMCS Chicoutimi, HMCS Windsor and HMCS Corner Brook would be staggered throughout the 2030s, with Windsor being the first to go in 2033.
"The [Victoria Class Submarines] are a well-designed and solidly constructed class of modern conventional submarines that have had an unusual life since entering service with the [Royal Navy] in the early 1990s," said the August 2016 briefinganalysis, recently obtained by Conservative Party researchers. "'While chronologically 20 years older, they have not been operated extensively during that time."
The boats were first constructed for the Royal Navy in the 1980s, but Britain decided to sell them when the government of the day made the policy decision to operate only nuclear-powered submarines.
One aspect of the Liberal defence policy, released in June 2017, that has puzzled military experts and oppositioncritics alike was its assumption that the submarines which have had a tortured technical history that includesone fatal fire will remain in serviceuntil at least the 2040s.
The briefing notespells out in detail and for the first time publicly how the navy intends to squeeze more life out ofboats it wassupposed to start retiring in four years.
It was originally envisioned, the briefing said,that the Victoria-Class submarines would retire one at a time, beginning in 2024.
The report argues it is possible to operate the submarines beyond their expected working lives if the militaryassesses the"material state" of each boat rather than following"a simplistic calendar driven" evaluation of their operational condition.
In others words, the report argues that what matters most is not how oldthe submarines are, butrather how hard have they been driven and how well have they been maintained.
The submarines operate on what's called a "6-2 schedule" six years of service at sea followed by two years of deep maintenance before returning to duty.
The briefing note proposesthat the boats do nine years of service and then go into a longer refurbishment of up to three years.The submarines would need a full life-extension overhaulin addition to the extendedmaintenance plan.
As evidence to support the plan, the briefing note to senior defence officials pointed to a 2013 study of the Victoria-Class submarines which said that "although there are numerous technical and supportability challenges, there was no single obstacle precluding a life extension of up to 12 years."
The briefing offers one note of caution, however:"It is reasonable to assume that operational availability will decrease as the submarine ages."
The briefing note predicted higher maintenance and sustainment costs as the boats get older. To save money, it said,the navy might have to lower expectations of what the boats can do.
The existing plan "assumed that there would be no relaxation of operational performance requirements, although in fact some discretion by the Operational Requirements Authority in this regard may be feasible as a cost saving measure," said the note.
Conservative defence critic James Bezansaid he was astounded by the plan to stretch out the operational life of the subs. He said he doesn't blame thenaval planners who drew up the document but he does hold the Liberal government accountable, arguing itmust have ordered the Department of National Defence to give it some justification for putting off the purchase of new submarines.
"It is ridiculous," Bezan said. "There was potential for some political direction on how this was written."
In an interview with CBC News at the end of last year, the commander of the navy, Vice-Admiral Art McDonald, defended the plan to extend the life of the boats, saying he had full confidence in the "pretty resourceful and capable"submarine engineering community.
The defence policy, he said, "directed us to operate and modernize" the submarine fleet and he's confident it can be done safely.
"We know there is still excellent life in the Victoria-class submarine," McDonald told CBC News. "I've seen that personally as an outsider who has come into the program and taken a look at it."
The focus of the subs' modernization project which was in the early stages of being developed when the pandemic hit back in latewinter will be on survivability and making the submarines more livable forcrewmembers.
"We're going to be able to operate those boats into the 2030s, but to do that we have to continue with the routine investments we've made and modernize, as was directed" by the defence policy,McDonald said.
A series of assessments was conducted between 2008 and 2014. The defence department's naval board, which is charged with planning the future shape of the fleet, met in November 2014 to study the life expectancy of the second-hand boats.
"While it is considered unrealistic to predict the material state of 40-year-old platforms, 20 years into the future, certain items such as the pressure hull and main motor will require additional monitoring and maintenance above the current regime, since unpredicted degradation in such areas may not be cost effective to repair and mitigate," said the 2016 briefing note.
And that's the problem with the life-extension plan, saidBezan: somekey partsof a submarine such as the pressure hull and the engines can't be upgraded.He also pointed to how the submarine fleet had "zero days at sea" in 2019 because all of the vessels were tied up for maintenance.
The analysis, Bezan said, shows thatthe Liberal government should immediately begin looking for a replacement for the submarines something the previous Conservative government was in the process of doing when it was defeated in 2015.
The options that werediscussed before the election, he said, included partnering with the Australians who were in the process of acquiring their own submarine replacements or buying an off-the-shelf design for inclusion in the federal shipbuilding strategy.None of those ideas got very far before the election, he added.
EZ and Czech government agree on Dukovany expansion – Nuclear Engineering
The Czech government on 28 July signed agreements with power utility CEZ for the planned expansion of the Dukovany NPP. Deputy Prime Minister and Minister of Industry and Trade Karel Havlcek and CEZ CEO Daniel Bene signed a contract in addition to the umbrella agreement, which defines the zoning permit for the location of the building and the selection of the contractor by 2024. The agreements cover the general structure of the project and its inception phase, including the holding of a tender, which will result in CEZ receiving a preferred list of suppliers of reactor technology by 2022. The contract with the supplier is expected to be signed in 2024. Construction of the new unit may begin in 2029, for commissioning in 2036.
The Czech government, which owns 70% of the CEZ shares earlier in July approved plans to provide an interest-free loan for the new unit.
The government also approved a model for buying electricity from the new unit at a specific price, with consumers paying the difference if this price is higher than the wholesale market prices. These plans will still need to be approved by the European Commission to verify that they comply with EU state aid rules.
The Czech state has long been negotiating with CEZ to expand its nuclear fleet, but costs and funding were the main obstacles. Benes had said earlier that the company would prepare a tender by June 2020, with five bidders expected in 2021. He added that market valuations for the new unit range from $5.9 billion to $6.9 billion, but the final price will be announced at auction.
Among other things, the implementation contract states that the contract with the supplier should be negotiated and ready for signing by 31 December 2022 and no later than 30 June 2024. CEZ's subsidiary CEZ Dukovany II (EDU II), which is responsible for the project, however, is expected to try to negotiate and prepare the contract for signature earlier. The budget for the preparation of the construction of the unit and the operation of EDU II for the first phase of the project until the middle of 2024 amounts to CZK3.4 billion ($153m) according to the contract.
A spokesman for CEZ confirmed that the company had consulted with potential tenderers, and they all confirmed their interest. These include China's CGN, France's EDF, South Korea's KEPCO, Russia's Rosatom and US-based Westinghouse.
Bene said that it is not in CEZ's interest to exclude some applicants from the competition for the Dukovan construction before the tender. The possible participation of Chinese and Russian companies had been criticised by opposition politicians. "It is in CEZ's interest to have as many candidates as possible in the competition, who will compete against each other, and thus force each other to improve their offers, because we need to get the best possible offer. For this reason, it is not in CEZ's interest to exclude anyone, " he said.
"On the other hand, the agreement between the state and CEZ, which we signed, describes the basic security interests of the state and ways to enforce them, and it says that the state can say during or at the end of the competition that it prefers one of the bidders for security reasons," said Bene. He added that Havlcek and Prime Minister Andrej Babi have similar views on the matter and favour keeping as many candidates in the competition as possible for as long as possible.
The Czech Republic operates six commercial nuclear power units four Soviet-built VVER-440s at the the Dukovany NPP and two Russian VVER-1000 units at the Temelin NPP, which together provided about 35% of total electricity production. The current units at Dukovany, which were commissioned in 1985-1987, will be decommissioned no later than 2045-2047, which means that the original units and the new unit will work together for up to 10 years. The government plans long-term operation of the Dukovany units for up to 60 years. CEZ recently announced an investment of about 2 billion in a life extension project, which means annual investments in the modernisation and reconstruction of the units will increase from 56 million to 93 million by 2028.In 2014, CEZ cancelled a tender for the construction of two new units of the Temelin NPP after the company did not receive government guarantees for the project.

Congressional oversight of homeland missile defense plans increase in FY21 defense policy bills – DefenseNews.com
WASHINGTON Congress is establishing increased oversight of the Missile Defense Agencys plans for its homeland missile defense system designed to protect against possible intercontinental ballistic missile threats from North Korea and Iran through provisions in the House and Senate passed versions of the fiscal 2021 National Defense Authorization Act.
Displeased with the abrupt cancellation of the agencys major upgrade to interceptors in the ground at Fort Greely, Alaska, and Vandenberg Air Force Base, California, lawmakers are demanding the agency show its work on its plan to build an entirely new interceptor for the Ground-based Midcourse Defense System (GMD). It also wants more details on the agency plan to develop an underlay of additional regional missile defense systems to bolster GMD.
MDA announced in May 2019 that it would pause its plans to develop and field a Redesigned Kill Vehicle (RKV) essentially the warhead of the GMD systems interceptors due to technical issues. Then the Pentagons under-secretary of defense for research and engineering subsequently scrapped the program in August 2019 in favor of designing a brand new interceptor.
Ending the program was the responsible thing to do, Mike Griffin said at the time. He resigned from his post at the Pentagon earlier this month.
Griffins decision to abruptly cancel the RKV program without congressional notification ahead of time created a serious rift with lawmakers. And the House Armed Services Committee even recommended moving the MDA outside of Griffins control.
The agency also unveiled plans in its FY21 budget request in February to create a more layered homeland defense system that would include regional missile defense capability already resident with the Navy and Army to bolster homeland defense against ICBMs.
The plan would include establishing layers of defensive capability relying on the Aegis Weapon System, particularly the SM-3 Block IIA missiles used in the system, and a possible Aegis Ashore system in Hawaii. The underlay also would include the Terminal High Altitude Area Defense (THAAD) system. The Army is already operating a THAAD battery in South Korea and Guam.

Lawmakers were less than thrilled with the sudden cancellation of the RKV program and were dissatisfied with Griffins projections that a new interceptor wouldnt be ready until the 2030s. The MDA director has since said its possible to field the next generation interceptor by 2028.
The Senate Armed Services Committees version of the bill includes a provision requiring the agency to develop an interim Ground-based Interceptor (GBI) for the GMD system.
The interim interceptor would meet current proposed capabilities of the RKV and use existing technologies for the kill vehicle and the booster. It also requires 20 of the interim interceptors be delivered by 2026 after rigorous flight testing, according to the legislation.
The SASC language includes waivers to get out of development effort. These include if the technology isnt feasible, if the capability is not in the national security interest of the United States and if the NGI can be fielded faster. To seek a waiver, the defense secretary must issue a report to the relevant congressional committees explaining why the waiver is needed along with an updated schedule.
In the House version of the defense policy bill, lawmakers arent asking for an interim interceptor, but they are requiring that MDA notify congressional defense committees within a week if any changes are made to the requirements for the NGI.
The agency would also be required to brief congress within two weeks of awarding a contract for the interceptor.
House lawmakers also want a report within three months of the passage of the bill that seeks an explanation of how existing contracts for GMD could be used to improve and sustain the current kill vehicle and boosters, a plan for a service life extension program, how much it would cost and a schedule to produce boosters for 20 additional interceptors by 2026 as well as an analysis of policy implications.
The bill also requires the Cost Assessment and Program Evaluation (CAPE) office to conduct an independent cost assessment of the NGI program and have it validated by the Office of the Undersecretary of Defense for Acquisition and Sustainment, which has been mulled as a future home for the MDA.
Two successful flight tests of NGI are also mandated as part of the House version of the bill and a briefing of the test results to congressional defense committees, including a rundown of how operationally realistic the tests were, should be delivered before any initial production decision for the interceptor.
The agencys FY21 budget did not lay out a clear plan for what an underlay for ballistic missile defense for the homeland might look like, so the SASC is also limiting half of the appropriated funding for the underlay until a report is submitted on a strategy to build such an architecture. The report should include analysis of requirements and capabilities and an assessment of basing and sites for the assets within the underlay.
On the House side, lawmakers want an analysis of alternatives on using THAAD and Aegis for homeland ballistic missile defense. That analysis should cover sensors that would be used, an assessment of locations to provide similar coverage to the GMD system, acquisition objectives for interceptors and what command-and-control aspects need to be improved.
The report should also include manning, training and sustainment, a schedule for establishing the underlay, lifecycle cost estimates and a comparison of capabilities with additional GMD sites.
The provision includes a requirement for another report by the Defense Intelligence Agency on reactions from adversaries and potential responses to those reactions.
Together, these half dozen legislative provisions mark a bipartisan and bicameral vote of no confidence in one persons ability to assemble and communicate a short, medium, and long-term plan for the future of homeland missile defense, Tom Karako, a missile defense analyst at the Center for Strategic and International Studies, told Defense News. But circumstances have recently changed, and the dust is settling.
