How Agtech Is Limiting Food Waste Amid the Coronavirus Pandemic – Built In
The number of total unemployment claims filed in the United Statesthroughout the now-months-longCOVID-19 recession just surpassed 44 million.
As restaurants and institutions were forced to shut down or drastically curtail their operations, and the financial repercussions spread to the rest of the economy, many Americans found themselves out of a job and struggling to pay for basic necessities such as rent and food. In April, Feeding America, a network of 200 food banks across the country, reported that demand across its affiliate food banks has increased on average by 40 percent.
And yet, at the same time, reports about mountains of surplus produce and thousands of acres of harvestable crops being plowed under appeared in the news. It was disturbing to see so much food go to waste at a time when the need for it was greatest. Why couldnt farmers simply redirect their surplus to the people who needed it?
The reason is that the food industry, with its complex network of sellers, buyers, processors and supply chains, was experiencing its own significant upheaval. In response, many organizations have worked hard over the past few months to bridge the gap between glut and scarcity. Many of these organizations are businesses or nonprofits that are part of the agricultural industry, while some had no experience with it before. They scrambled to form new partnerships, develop new sales channels and adopt new technologies, sometimes building entirely new supply chains up from scratch, all the while racing against the clock to save as many of the perishable goods that are the product of their industrys labor as possible.

Food sometimes seems like the most boring of industries. You go into the grocery store and its always there, looking pretty much the same from week to week. There are red, yellow and green bell peppers. There are apples and tomatoes and garlic. Food begins to seem like any other mass-produced product, manufactured for our convenience off an endless assembly line somewhere.
But behind the scenes, there is a mad dash to get the food from farms, livestock producers and fisheries to consumers, with as little loss from damage or spoilage as possible. According to the U.S. Department of Agriculture, an estimated 30 to 40 percent of the total food produced in the U.S. is never consumed, which in 2010 equated to 133 billion pounds or $161 billion. And there are hints that even those numbers could be low, according to a study published last year by Santa Clara University that found a third of edible food grown on farms in California never even makes it off the field.
To prevent spoilage, according to Wired, three fourths of the food in an average meal is funneled through the food supply chain under refrigeration, which is necessary to prevent loss of food as its transported mostly from where its grown in California to where its consumed across the country. Also according to Wired, produce like tomatoes are optimized for how well they hold up in cold storage, rather than for taste.
Thirty to 40 percent of the total food produced in the U.S. is never consumed.
Even so, its a race against the clock. Food loss at a grocery store is a significant part of shrink a retail industry term for the percentage of items that are delivered for sale at a store that dont get sold. At a grocery store, the meat department has the highest level of shrink, followed by the produce department, whose shrink is on average 4.8 percent of sales within the department and contributes to 16 percent of total average store shrink.
Which is all to say that, when COVID-19 hit and restaurants, schools, and other institutions across the country closed down, many farmers suddenly found themselves with no place to send their food and a limited window of time before the crops that they spent months planting, growing and harvesting would all go to waste.
For farmers, the immediate thing that happened when all this shelter in place happened was overnight, all the restaurants, all the K-12 schools and institutions basically stopped ordering any food, said Joe Blunda. For fishers, for many farmers, up to 70 percent of their business evaporated overnight with no warning. Just literally flip a switch, its gone.
Blunda is CEO at Forager, a Maine-based company whose app connects local farms with large buyers, mostly grocery stores. Started in 2017, Forager helps small and local growers tap into larger markets such as grocers, schools and hospitals institutions that normally source food from large farms because it is easier to manage.
If youre a grocery store, for example, you buy a lot of food from what you call mainline or large distributors, who pack big trucks and drive this food from where it is mass-cultivated in warmer areas California, Florida, Mexico and others acrossthe country in cold trucks and deliver to grocers, Blunda said. Its very easy for grocers because distributors aggregate and organize a lot of products into one delivery, but the downside is it really cuts out the local farmer and the local fisher, particularly seafood as well.
According to Blunda, the amount of local food sold in grocery stores and restaurants to consumers is normally between 3 and 5 percent, and local growers often dont reach profitability without developing wholesale channels.
For fishers, for many farmers, up to 70 percent of their business evaporated overnight with no warning. Just literally flip a switch, its gone.
Even for grocery stores that would like to purchase more from local growers, it can be challenging to coordinate, because smaller farms lack the capital to invest in things like support software for logistics and supply chain management.
If youre a grocer and youre buying from a large distributor, youre able to leverage software, and its very efficient to generate orders and to integrate that ordering activity with some of the other systems in your business, Blunda said.
Working with small farms, on the other hand, can take significantly more time to coordinate manually using spreadsheets, emails and texts. And because smaller farms dont grow as much food as large farms, grocers have to work with more of them to get the same amount of inventory.
Forager founder David Stone told Food Industry Executive magazine in an interview that,if a grocer or restaurant wants to source from local food producers, they may have to work with 30, 40, or more independent suppliers.
The classic example we had early on when we started this company was one grocer with six locations and a warehouse, Stone said in an interview with Agriculture.com. On Sunday night, during the height of the season, he would receive 30 to 40 individual emails from farmers with their product lists in them, sometimes as many as 20 or 30 products with prices, and he would print them, put them out on the table, then input them into a Google Sheet and individually email each one of them back.
Foragers platform simplifies these interactions between sellers and buyers by bringing them into one app.
In March, when COVID-19 hit the U.S. hard, the company noticed that buyers on the platform increased the amount they were buying by 180 percent. The company realized that Forager could help with the food waste problem caused by COVID-19 as well. It applied for and received a grant from ReFED, an organization focused on reducing food waste in the U.S.

ReFEDs COVID-19 Food Waste Solutions Fund was created to quickly deliver vital funding to organizations that can rapidly scale food waste reduction and hunger relief efforts, according to its website. Angel Veza, who works on ReFEDs capital and innovation team, said the grants were focused on food loss on farms, logistics, distribution and last-mile delivery.
Forager applied for a grant from ReFED so that the company could scale up a pilot partnership program it started this year with a number of gleaning organizations. Gleaning organizations are groups that go to farms following a harvest and collect remaining food that is unharvested for whatever reason whether because an order fell through, or the farmer planted a surplus, or the food looks ugly or imperfect.
Most gleaning organizations are volunteer-based, and the food they glean is donated to food banks, but some organizations are experimenting with making gleaning profitable for farmers.
Local farms are always threatened with profitability risk, Blunda said. Every pound of food that they dont sell becomes a danger for them. So [gleaning organizations] are trying to help farms improve the profitability and sustainability of local food production.
In its pilot, Forager partnered with one gleaning organization to help it find customers for the excess food collected. With the ReFED grant, Forager plans to help farmers across 10 states sell a target of five million pounds of gleaned produce.
Blunda said the idea was to bring the gleaning process into the normal supply chain, and selling to the kinds of customers who can use it for food service deli and prepared food ingredients or even sell directly to consumers.

Full Harvest, a San Francisco-based company, is built around a similar concept. The company provides an online marketplace that allows mostly large farms to sell surplus and imperfect produce to food manufacturing companies, which includes customers such as soup companies, press juiceries, baby food and pet food companies across the country.
In May, when Built In spoke to Keely Wachs, head of marketing at Full Harvest, he said the company was trying to connect farmers who had large amounts of surplus due to COVID-19 food service industry closures to food manufacturing companies that make consumer packaged goods.
Weve had some success there, Wachs said. But the truth is that the demand for consumer packaged goods and retail hasnt gone up commensurate with the drop in food service.
Full Harvest has also been starting to connect with organizations such as food banks.
One of the big things weve been trying to figure out is how to get the nonprofit agency types of buyers onto the marketplace, because its kind of a different thing, Wachs said.
But he said that even if farmers with surpluses are able to connect with food banks, there is still an underlying issue. Simply locating surplus crops isnt enough farmers have acres upon acres of produce, which requires significant labor to harvest, package and transport.
The biggest problem is, who pays for it? Wachs said. Typically food banks and those organizations work on donations. The farmers arent going to harvest if theyre not going to get paid some of them will do some donations, but by and large farmers work on very thin margins. So the idea of just going out and harvesting without getting paid is not something that they can do, even if they want to.
Not all of the organizations working to help bridge this gap have worked in the agricultural industry before. One of them, a nonprofit named FarmLink that was founded in March, is run by a group of student volunteers. FarmLink uses donations to pay farmers for their surplus produce and to pay truckers shipping the food to food banks. In May, the nonprofit also received a grant from ReFED to help fund its operations.
We want to kind of slip into the supply chain where its broken, said Jordan Hartzell, a junior at Brown University living in Lewisburg, Pennsylvania, who works on logistics at FarmLink. The nonprofit operates by cold calling farmers to ask about whether they have surplus food and, if so, negotiating a price to buy the surplus from them using the donations FarmLink has raised. The volunteers then find local food banks and ask how much produce they need and are able to take, and finally arrange for the transportation of the food.
One thing that weve really noticed is how difficult it is to connect and reach out to farmers in a scalable way, said Andrew Hojel, a Stanford University student living in Austin, Texas, who helps lead the nonprofits development team. Thats probably one of our biggest bottlenecks, actually getting the farmers to interact with our website, actually just reaching out to the farmers.
A lot of reaching out to farms, finding food banks, and actually engaging with them and figuring out if they need our help, or how we can help, just is very manual.
We were lucky to have a student join us whos really interested in writing scripts to scrape websites, Hartzell said. He did that and found about 1,500 farms and was able to compile a list. That is kind of a new way that we found to research farms, just by scraping a bunch of web pages to find farm names, and contact info, and a gauge of how big the farm is and what produce they have.
But even with a dedicated development team, the nonprofit has found that the work of helping connect farms to food banks still requires a lot of elbow grease.
What weve seen with a lot of these processes is that they really cant be automated easily, Hojel said. Early on we thought that we could drive traffic to our website, with farmers saying, Weve had this surplus, but it definitely is not a simple thing....A lot of reaching out to farms, finding food banks, and actually engaging with them and figuring out if they need our help, or how we can help, just is very manual.
Angel Veza from ReFED echoed this sentiment.
I dont ever think technology is a silver bullet, she said. But I think there are a lot of ways it can help reduce food waste.
Veza said that COVID-19 has highlighted the fragility of our food system, specifically that there can be a breakdown of labor and logistics. While she doesnt believe technology can necessarily fix these problems, she listed a few areas of innovation that could help with efforts to build solutions.
There were some trends pre-coronavirus that may be accelerated and involves technology, like farm sensor technologies to monitor key variables like weather and photosynthesis, drone technology that can help farmers monitor and analyze, and targeted use of nutrients and water use and shelf-life extension I think that theres some opportunities there moving forward beyond just this B2B, B2C technology.
I dont ever think technology is a silver bullet, but I think there are a lot of ways it can help reduce food waste.
For its part, FarmLink is working on ways to build up a volunteer network that can become self-sustaining. The development team is creating an app that engages [volunteers] in the work of FarmLink, and supports them with tasks such as lead generation and making calls to farms and food banks.
Were really looking into ways where we can reduce this manual labor and time-intensive tasks, but at this point we really havent found anything, Hojel said. So now were moving more toward taking advantage of the fact that there are so many people interested in helping with the food waste situation and actually getting action and work from them to help their own communities.
Its not hard to see why this is FarmLinks long-term strategy. The nonprofits current crop of student volunteers feel a passion for the work and its goals despite not knowing much about the industry a few months ago.
Its been really wonderful to meet all of these students who are passionate about the same things, Hartzell said. A lot of us have this running joke that well jump out of class to catch a meeting for FarmLink if we need to.
I had no idea how much food waste was generated, she said. I think if you told me to list a few of the steps in the industrial farming supply chain a month ago, I wouldnt have been able to. Just realizing what I dont know was important for me in this project.

Although many packaging material companies worldwide are scrambling to develop sustainable packaging materials to reduce environmental impact, it is a time-consuming and expensive process. CPGs need to build flexibility into their supply chain as obtaining environmentally friendly materials is not as easy as acquiring more traditional packaging materials. The industry is responding to these supply chain challenges with new initiatives to improve the sustainability profile of flexible packaging. These actions include developing new technologies, such as flexible packaging sortation to drive recycling and collection and auto-sortation of flexible materials. Several manufacturers are continuing to identify techniques to make the collection and sortation of flexible packaging waste feasible and economically friendly. Others continue to investigate new materials for flexible packaging, including compostable or bio-based structures.

The best ways to get your nutrients from food is to really look to foods that are in whole or minimally processed form. So, things like fruits, vegetables, whole grains, with limited added sugars, salt and synthetic fat, Feller explained. Its going to give your body a plethora of access to vitamins and minerals.
If you arent eating those foods, Feller said its important to fill those nutrient gaps. Thats when you can introduce supplements.

Debating US nuclear spending in the age of the coronavirus – Bulletin of the Atomic Scientists

As the novel coronavirus pandemic continues to exact a terrible human and economic toll on the United States, Americans are adjusting how they view national security. There also appears to be agreement, even within the senior leadership of the Defense Department, that the military budget, which has seen significant growth during the Trump administration, is likely to be pared back in the coming years as federal deficits soar.
So it should be no surprise that the havoc wrought by the virus has also fanned the flames of an ongoing debate about the Trump administrations aggressive and costly plans to sustain and upgrade the US nuclear arsenal.
But some supporters of the status quo will not countenance any challenge to business as usual. In an April 17 conversation hosted by the Mitchell Institute for Aerospace Studies, Frank Miller, a distinguished former US government official, argued that it is illegitimate and irresponsible to cite the current public health and economic crisis as a rationale to rethink US nuclear weapons spending priorities. A close examination reveals, however, that his reasoning is deeply flawed.
The unsustainable nuclear budget. At the Arms Control Association, where I am the director for disarmament and threat reduction policy, we have long argued that the administrations approach is unnecessary, unsustainable, and unsafe. The financial and opportunity costs have steadily grown and the biggest nuclear weapons modernization bills are just beginning to arrive. Government officials in charge of the nuclear weapons enterprise warn about the pervasive and overwhelming risk facing the current nuclear modernization program.
The danger posed by the plans is on full display in the administrations fiscal year 2021 budget request.
The Defense and Energy Departments are requesting$44.5 billion for next year to sustain and modernize US nuclear delivery systems and warheads and their supporting infrastructure, a larger-than-anticipated increase of about $7.3 billion, or 19 percent, from the fiscal year 2020 level. Meanwhile, the administration is recommending a lower overall national defense budget than Congress provided last year.
The combination of a decreased topline budget but an increased nuclear budget means that other defense programs would have to be cut. Some programs on the chopping block include the Navys planned second Virginia class submarine, the Energy Departments efforts to clean up nuclear waste leftover from US nuclear weapons production during the Cold War, and the Pentagons Cooperative Threat Reduction program, which supports global efforts to detect and secure dangerous pathogens such as the coronavirus.
And this was all before the coronavirus began its deadly march across the country and before Congress spent several trillion dollars trying to save the US economy from complete collapse.
Although Pentagon officials insist that nuclear weapons should be shielded from possible future defense budget cuts, the pressure on the federal budget imposed by the response to the virus is likely to exacerbate the affordability and execution challenges confronting the administrations nuclear spending plans. If great power competition with China is the Pentagons top priority, is it prudent to sacrifice a Virginia class submarine every year for the next 10 to 15 years to attempt to keep an excessive and overburdened nuclear modernization effort on track? The answer should be no, especially in light of the quantitative and qualitative superiority of the US nuclear arsenal over Chinas.
In the view of many, the Trump administrations proposal to expand spending on nuclear weapons is a sad and dangerous illustration of wildly misplaced federal spending priorities. As it proposed a 19 percent increase for nuclear weapons next year, the White House initially planned to slash the budgets for the Centers for Disease Control by 19 percent and the National Institutes of Health by 7 percent. The Pentagons proposal to cut the budget for the Cooperative Threat Reduction program in order to fund weapons modernization amid a global pandemic is shockingly reckless.
How can we prepare and arm ourselves so completely for wars that may never come, wrote Tyler Rogoway, editor of The Drive, in March, but we are so ill-prepared for one that we knew was more likely around the corner than not?
Inexplicably, the unprecedented economic crisis facing the nation hasnt stopped some Trump administration officials from raising the prospect of even greater spending on nuclear weapons above and beyond what is already planned. Marshall Billingslea, President Trumps special envoy for arms control, said recently that if Russia and China dont agree to US demands for talks on new trilateral arms control to replace the 2010 New Strategic Arms Reduction Treaty (New START), Washington could win a new arms race if necessary. We know how to win these races, and we know how to spend the adversary into oblivion, he said.
More US spending on nuclear weapons wont force the current Russian and Chinese leadership to capitulate and would be fraught with peril. The administrations desire to pursue a more ambitious arms control agreement is the right goal, but it cant be achieved before New START is slated to expire next February. A new quantitative arms race that could follow the collapse of New START would further undermine stability between the United States and Russia, the health of the global nonproliferation regime, and the US militarys emphasis on competition with China.
Our new post-pandemic reality should make it all the more obvious that the current modernization plans need to be reconsidered in a way that eliminates the most excessive and destabilizing elements, saves taxpayer dollars for other pressing national and health security needs, and is in sync with a revitalized and realistic strategy to cap and reduce global nuclear stockpiles.
A debate on nuclear weapons policy. In an article published on the Arms Control Association website in March, Shannon Bugos and I criticized the 2021 budget request for nuclear weapons and made the case for a different approach. The critique apparently struck a nerve with supporters of the Trump plans.
In his remarks for the Mitchell Institute event, Miller alleged that our organization is part of a nefarious disarmament cabal and attempted a point-by-point rebuttal of the purported body of lies and dangerous recommendations contained in our article. He claimed that our critique comes from a group of people who have never felt the burden of public responsibility and public office in defense of this nation and our allies. (In reality, nearly half of the Arms Control Associations 17-member board of directors has served in government in some capacity, including several board members who have served at the Defense Department.)
Miller published an expanded version of his remarks earlier this month in Real Clear Defense.
But a review of what we actually wrote reveals that Miller either did not read our article or deliberately chose to distort its contents. Below I respond to each of his assertions.
The growing costs. Millers claim: The projected cost of the [nuclear] modernization program as a percentage of the defense budget is not growing.
Response: The projected cost of nuclear weapons, both in actual dollars and as a percentage of the national defense budget, is clearly growing, and doing so more quickly than anticipated.
The Pentagon request for 2021 of $28.9 billion to sustain and modernize the triad of nuclear delivery systems and supporting command and control infrastructure is a large increase above this years appropriated level of $24.8 billion. As we noted, the requested amounts are consistent with the projected spending levels for these programs contained in previous budget submissions.
The request for the semiautonomous National Nuclear Security Administration nuclear weapons program, however, is far larger than anticipated. The submission calls for $15.6 billion, an astonishing increase of $3.1 billion, or 25 percent, above the fiscal 2020 appropriation, and $2.8 billion more than the projection for 2021 contained in the fiscal year 2020 budget request. Over the next five years, the National Nuclear Security Administration is planning to request over $81 billion for weapons activities, a nearly 24 percent increase over what it planned to seek over the same period as of last year.
Miller, echoing arguments often made by Pentagon officials, claims that even at its projected peak in 2029, spending on nuclear weapons will consume no more than 6 to 7 percent of total Pentagon spending. But this is misleading, unless you think a credible deterrent can be maintained without having actual warheads.
The 6 to 7 percent figure doesnt include spending at the National Nuclear Security Administration. When that is included, nuclear weapons already account for 6 percent of the total 2021 national defense budget request and will rise to 7 percent by 2024. Given the rate at which that agencys budget is exploding, probable future cost overruns in the delivery system modernization programs, and the likelihood of flat overall defense budgets (at best) for the foreseeable future, it is conceivable that spending on nuclear weapons could approach 10 percent of national defense spending by the late 2020s.
Miller can claim that the growing modernization bill is worth the price. But he cant claim that the price tag isnt growing.
A bigger stockpile. Millers claim: You can search the 2018 [Nuclear Posture Review] from cover to cover without finding any policy which supports expanding the US nuclear warhead stockpile.
Response: It is true that the Trump administration is not currently planning to grow the size of the arsenal. But we never claimed otherwise. Instead, the 2018 Nuclear Posture Review contains several proposed initiatives that support preparing the United States to grow the size of the stockpile in the event of a future decision to do so. Examples include: providing the enduring capability and capacity to produce plutonium pits at a rate of no fewer than 80 pits per year by 2030; exploring approaches for rapid [warhead] prototyping; assessing the potential for retired warheads and components to augment the future hedge stockpile; and reducing the time required to design, develop, and initially produce a warhead, from a decision to enter full-scale development.
According to Madelyn Creedon, former deputy administrator at the National Nuclear Security Administration during the Obama administration, the Nuclear Posture Review lays out a long-term plan to prepare the United States to develop, test, and deploy new nuclear weapons and to increase the size of the nuclear stockpile. In short, prepare for a new arms race.
The National Nuclear Security Administrations needs. Millers claim: There should be no cause for uncertainty about the crying need for increased funding for [the National Nuclear Security Administration].
Response: For 2021, the National Nuclear Security Administration has requested a large unplanned increase, totaling $15.6 billion for weapons activities. To many, such an increase was surprising: The agencysaidonly last year that its 2020 budget plan was fully consistent with the 2018 Nuclear Posture Review and affordable and executable. Under that proposal, the agency did not plan to request more than $15 billion for weapons activities until 2030!
So, what changed? Lisa Gordon Hagerty, head of the National Nuclear Security Administration, was asked to explain the rationale for such a large unplanned increase at a Congressional hearing in March, but her attempt at an answer hardly cleared up the situation. Perhaps there is a clearer explanation for why the agency so badly misjudged its funding needs for 2021, but if so the agency has yet to provide it.
Plutonium pit production. Millers claim: The comment that building 80 pits per year is unprecedented just doesnt even work within their own circles.
Response: At no point did we claim that the National Nuclear Security Administrations effort to build at least 80 pits per year is unprecedented. What we actually wrote, citing an Institute for Defense Analyses report published last year, is that there is no historical precedent for the agencys plan to go from the current production level of zero pits per year to 80 pits per year by 2030. The Institute for Defense Analyses report could not be clearer: No available option can be expected to provide 80 pits per year by 2030.
The right size for the arsenal. Millers claim: Its also absurd in the extreme to argue that the size of the current arsenal is more than is required for deterrence.
Response: Its not at all absurd to argue that the size of the current US nuclear arsenal is more than is required for deterrence of adversaries and assurance of allies.
In 2013, the Obama administration determined that deterrence requirements could be met with one-third fewer deployed New START-accountable strategic nuclear forces. Yet Obama did not immediately reduce the size of Americas nuclear force, despiteconcludingthat deterrence could be achieved by even a unilateral reduction.
Miller is of course free to argue that further reductions in the arsenal should only occur bilaterally with Russia (or trilaterally with Russia and China) or that the current security environment is such that further reductions arent advisable. But in that case the burden of proof is on him to explain the logic that presumes Moscow and Beijing would not be deterred by 1,000 nuclear warheads deployed on hundreds of delivery systems but are deterred by the 1,550 warheads deployed today.
The burden is also on him to explain why the current modernization plans should be funded next year at the expense of the Navys conventional shipbuilding account, defense environmental cleanup, and the Cooperative Threat Reduction programand likely at the expense of similar such cuts in future years. A Virginia class submarine would seem to be far more relevant to great power competition with China than a one-year increase in funds for an agency that said last year it didnt need those funds and is unlikely to be able to spend them.
Nuclear war fighting. Millers claim: There is that old canard, the ever-popular bloody flag that US policy is based on nuclear war fighting, not on deterrence.
Response: In our article and elsewhere we advocate for a nuclear strategy that deemphasizes nuclear war fighting by opposing the Trump administrations proposal to double the number of low-yield nuclear options in the US nuclear arsenal. Miller and other supporters of expanding the number of such options claim that doing so would strengthen deterrence and raise the nuclear threshold.
But the purported deterrent value of additional low-yield options is premised on the concern that adversaries might think the United States would be self-deterred from a more difficult to use higher-yield response. Indeed, Pentagon officials repeatedly argue that policy makers cannot simply assume that a possible nuclear conflict will inevitably escalate to massive nuclear use. They assert that the United States must plan and prepare to be able to prevail in a limited nuclear conflict.
While we do not advocate for the elimination of low-yield weapons from the US nuclear arsenal, we reject the notion that heightening their role is necessary or stabilizing. Placing greater emphasis on low-yield options risks spawning more planning for their use and belief, including by our adversaries, that such use can be controlled, thereby risking a lowering of the threshold for nuclear use.
The future nuclear submarine fleet. Millers claim: The idea that the size of the Columbia class should be cut, betrays either complete dishonesty, and theres a lot of that in their pitch, or total ignorance of industrial reality. Cutting boats 11 and 12 and possibly 13 and 14 wont solve the fiscal problem the [Arms Control Association] has raised with regard to coronavirus.
Response: At no point have we ever claimed that eliminating two to four submarines from the planned Columbia class purchase would solve the fiscal challenges facing the Pentagon. In fact, we clearly stated in our article that pressure on the defense budget cannot be relieved solely by reducing nuclear weapons spending.
What we argue is that changes to the nuclear replacement effort, including the Columbia class program, could make the effort easier to execute and ease some of the hard choices facing the overall defense enterprise, choices that are likely to get even harder amid constrained defense budgets. According to the Congressional Budget Office, eliminating two to four boats at the back end of the planned 12-boat Columbia class purchase would save during the 2030s between $17 and $36 billion in fiscal year 2017 dollars. Buying two additional boats as suggested by Miller would cost an additional $16 billion.
Land-based forces. Millers claim: The idea of extending the Minuteman [III] force has been studied and studied and studied. You just cant do this safely.
Response: We disagree that it is not possible to further extend the life of the Minuteman III, as explained in detail in an article in War on the Rocks. A 2014 Air Force study and a 2014 RAND Corporation study both concluded that extending the life of the Minuteman III would be possible. The latter suggested that delaying the development of a new missile by 20 years could save nearly $40 billion dollars through the mid-2030s.
Air-launched cruise missiles. Millers claim: The absurd notion that nuclear tipped cruise missiles are uniquely destabilizing is a notion unique to American disarmers. Abandoning the [Long Range Stand Off weapon] will also condemn the B-21 to fly directly into advanced enemy defenses in the decades to come.
Response: We also disagree with Miller about the case for building a new fleet of nuclear air-launched cruise missiles via the Long Range Stand Off program.
Concerns about the escalation risks associated with weapons systems that have both conventional and nuclear variants is hardly a concern unique to American disarmers. As Gen. Curtis M. Scaparrotti, former commander of US European Command, warned in 2017: One of the things that you see that is disturbing is the fact that [the Russians] are using similar weapon systems that can either be conventional or nuclear, which then makes it difficult for us to clearly understand what they have employed.
Miller worries that attempting to drop a nuclear gravity bomb (the B61-12) over a heavily defended target is too risky and might not succeed. But if the Air Force believes the stealth capabilities of the B-21 (which is still under development) could be compromised soon after it is deployed, then it is reasonable to question the services strategy for buying the bomber and retaining nuclear gravity bombs in the first place. For its part, US Strategic Command does not appear concerned about the long-term survivability of the B-21. As Gen. Hyten told Congress in July 2017, Its not the survivability of the bombers, its the ability of the bombers to access targets. By this Hyten meant that while bombers armed with nuclear gravity bombs can only attack one target at a time, the Long Range Stand Off weapon provides each bomber the ability to attack multiple targets at one time.
It is not surprising that military planners would want many different ways of attacking a target. But the weapons associated with the other two legs of the nuclear triadthe sea- and land-based forcescan also penetrate air defenses and strike targets anywhere on the planet with high confidence.
New warheads. Millers claim: Calling for a halt to upgraded US ballistic missile warheads and abandoning the ability to build new nuclear pits reveals a gross ignorance.
Response: We did not call for the United States to abandon this ability. On the contrary, we suggested that the National Nuclear Security Administration aim for a less ambitious pit production capacity of 30 to 50 pits per year by 2035. So long as the United States remains a nuclear-armed state, it needs and should have the ability to produce plutonium cores for nuclear warhead refurbishment. But the current goal of producing 80 pits per year by 2030 is almost certainly unachievable. And it is unnecessary. As American Universitys Sharon Weiner has noted, assessing the underlying assumptions makes clear there are credible alternatives to the scale and planned start date for pit production.
The need for increased pit production could be reduced by pursuing less technically ambitious warhead life extension programs. For example, a near-term driver of establishing a production capacity of 80 pits annually is to support the replacement of the W78 warhead with the new W87-1. But there are alternatives that would not require a new pit for the W87-1, or at least not as many new pits as currently planned. These alternatives include a smaller intercontinental ballistic missile force, a less ambitious upgrade for the W78, or storing or retiring the W78 and relying on just one warhead for the land-based missile force.
In addition, there is no need to accelerate the development of a newly-designed submarine-launched ballistic missile warhead, known as the W93, as proposed in the fiscal 2021 budget request. The existing W76-1 submarine-launched ballistic missile warhead just completed a major life extension program that prolonged its service life until at least 2040. The existing W88 submarine-launched ballistic missile warhead, which is the youngest warhead in the stockpile, is undergoing a significant upgrade and is not expected to require further refurbishment until at least the late 2030s. It is also highly unlikely that the National Nuclear Security Administration will be able to support three major submarine-launched ballistic missile warhead modernization programs in the 2030s.
Modernization as leverage. Millers claim: Finally, it must be noted that the disarmament communitys call to reduce the US nuclear modernization program paradoxically jeopardizes the achievement of one of the communitys highest priority goals:achieving a new arms control treaty with Russia and potentially also with China.
Response: The notion that changes to the modernization program would undermine Americas ability to bring Russia and China to the negotiating table is unconvincing. First, even if the modernization program were an effective bargaining chip, the chip cant be cashed in anytime soon. The program wont produce any new delivery systems until the late 2020s at the earliest. Second, there is little evidence to suggest that the Obama administrations support for an extensive modernization program provided the administration with leverage during its second term to convince Moscow to join talks on nuclear reductions below New START. Third, Moscow has identified constraints on US non-nuclear weapons, such as missile defense and advanced conventional strike capabilities, as priority conditions for further Russian nuclear cuts. Fourth, the United States has long had a superior nuclear arsenal to China, but China has refused to participate in arms control.
In a democracy, national defense and nuclear policy plans, options, and trade-offs warrant scrutiny. We welcome serious debate; not distortions about our analysis and recommendations.

Trump Orders Coast Guard To Look Into Building Nuclear-Powered Icebreakers Like Russia – The Drive
There is also the possibility that future nuclear-powered Coast Guard icebreakers could find themselves in aggressive confrontations with Russian or other countries' ships, especially in the Arctic region. This is what is certainly driving the demand to explore potential defensive armament for America's next icebreakers.
Trump's memorandum doesn't mention any specific armament options for the Coast Guard to consider, but its own requirements for its latest heavy icebreaker have included keeping space available for the possible inclusion of weapons of some kind in the future. In 2017, Admiral Paul Zukunft, then-Commandant of the Coast Guard, also told members of Congress that his service was looking at adding both defensive and offensive armament, including anti-ship cruise missiles, onto future icebreakers.
While talk of Coast Guard cutters of any kind, icebreaking or not, armed with anti-ship missiles might seem unusual, the service did upgrade at least three Hamilton class cutters in the 1980s to be able to fire RGM-84 Harpoons. By the mid-1990s, following the collapse of the Soviet Union, these ships had lost this capability, which you can read more about in this past War Zone piece. The entire class, of which two remain in U.S. service, also received additional defenses in the form of 20mm Mk 15 Phalanx Close-in Weapon Systems (CIWS) and Mk 38 25mm automatic cannon mounts.
Much of the rest of Trump's memorandum covers things the Coast Guard already appears to be doing or has done. The required assessments will examine fleet mixes to include at least three heavy icebreakers. The service has long said that it wants to acquire three medium icebreakers after it gets its trio of heavy types. The difference between the two categories is the thickness of ice they can plow through, with heavy designs being able to get through ice up to 10 feet thick, while the fulls of medium types can manage up to eight feet of ice.
"Use cases in the Arctic that span the full range of national and economic security missions (including the facilitation of resource exploration and exploitation and undersea cable laying and maintenance) that may be executed by a class of medium PSCs [Polar Security Cutters], as well as analysis of how these use cases differ with respect to the anticipated use of heavy PSCs for these same activities," the memo notes. "These use cases shall identify the optimal number and type of polar security icebreakers for ensuring a persistent presence in both the Arctic and, as appropriate, the Antarctic regions."
The Coast Guard, at present, only has one operational heavy icebreaker, the USCGC Polar Star, which is aging and prone to major breakdowns, and one newer medium one, the USCGC Healy, that is still decades-old now.
"Based on the determined fleet size and composition, an identification and assessment of at least two optimal United States basing locations and at least two international basing locations," the memo adds. "The basing location assessment shall include the costs, benefits, risks, and challenges related to infrastructure, crewing, and logistics and maintenance support for PSCs at these locations. In addition, this assessment shall account for potential burden-sharing opportunities for basing with the Department of Defense and allies and partners, as appropriate."
The Coast Guard's plan, as it stands now, is to hopefully have taken delivery of all three conventionally-powered heavy icebreakers by 2026. Polar Star could also undergo a service life extension upgrade to keep it in service through at least 2025. There is no firm schedule yet for acquiring the additional medium icebreakers. Trump's memo says there needs to be "a ready, capable, and available fleet of polar security icebreakers that is operationally tested and fully deployable by Fiscal Year 2029," by which time Polar Star and Healy are both expected to be retired.
Trump's memorandum requires the Department of Homeland Security and the Coast Guard to submit their respective reports to the President, by way of the Director of OMB and the Assistant to the President for National Security Affairs, within the next 60 days. So, it may not be long before we learn whether America's icebreaker plans have changed to include the purchase of its first-ever nuclear-powered types.

TheNational Nuclear Security Administration (NNSA), under the Department of Energy (DoE), partnered with the U.S. Air Force (USAF) to test the weapon systems of aB61-12modified for extended service life. Two flight tests for theB61-12 Life Extension Program took place in March 2020 at theNevada-basedTonopah Test Range, the Department of Energy said Monday.
USAF and the NNSA demonstrated the aircraft's compatibility with theF-15E during the final weapon system demonstration. The modified B61-12 features a new Boeing-made tail kit assembly. The Air Force plans to replace aging B61 bombers with the new extended-life variant for part of the U.S. nuclear force.
The success of these tests is a major milestone on the path to full rate production and the B61-12s initial operation capability on the F-15E in the coming years, said Brig. Gen. Ty Neuman, principal assistant deputy administrator for military application at the NNSA.

An article published in the Proceedings of the National Academy of Sciences recently argued that more species are going extinct due to human activity than occurred 66 million years ago, when an asteroid or similar hit the Earth.
Much less discussed is US President Donald Trumps (read: the military-industrial-complexs) Space Force, which Trump again championed at a recent address to the Kennedy Space Center, Florida. Space domination is Americas destiny, he told the audience. Referring to the protests that broke out across the US and the world, triggered by the slow suffocation on camera by a white cop of the unarmed, handcuffed black man, George Floyd, Trump said: I will not allow angry mobs to dominateunless they are angry mobs of police.
But what about calm mobs? The mob of military corporatists setting US weapons policy is calmly seeking to dominate space and thus the world. Trump went on to say: we will ensure a future of American dominance in space. This comes at a time when the US taxpayer is predicted to spend nearly half a trillion dollars over the next decade upgrading Americas aging nuclear weapons. The Space Force is integrating in various waystracking, surveillance, sensingwith the triad of nukes on land, in the air, and at sea.
PAVING THE WAY
In January 2017, the newly-unelected President Trump (he lost the popular vote by 2.9m), ordered the Department of Defense to conduct a Nuclear Posture Review. The document published a year later makes clear that the US possesses nuclear weapons, in part, so that our diplomats continue to speak from a position of strength on matters of war and peace. The Nuclear Posture Review cites Russia as the evil menace against which the US must defend by renewing its nuclear stockpiles.
But a Congressional Research Service report cites the view of US nuclear strategists who think that Russia has adopted an escalate to de-escalate strategy, where it might threaten to use nuclear weapons if it were losing a conflict with a NATO member, in an effort to convince the United States and its NATO allies to withdraw from the conflict. It notes that Russias modernization program began in the early-2000s. We might add that this was a couple of years after the US committed itself Full Spectrum Dominance of land, sea, air, and space. It was also around the time that the Bush II administration (2001-2009, which also lost the popular vote by half a million) pulled out of the Anti-Ballistic Missile Treaty 1972.
Arms Control Today reports that Trumps withdrawal from the Intermediate-Range Nuclear Forces (INF) Treaty 1987 leaves just the 2010 New Strategic Arms Reduction Treaty (New START) in place to limit U.S. and Russian nuclear weapons deployments. It notes that START 2010 is due to expire in February 2021. Moscow professed to want to negotiate instead of having the US simply withdraw. It then reiterated Russias commitments to match any US modernization and expansion of nuclear weapons. This is great for the US and Russian arms industries, but not so good for the prospects of human survival.
Part of the reason for withdrawing from the INF, according to US Defense Secretary Mark Esper, is to develop weapons to threaten China; though, of course, Esper puts it in different words, speaking instead of how great the development of an intermediate-range conventional weapon would be to the [Pacific Command] theater.
NUKES IN SPACE
On February 4th-5th, the Air Force Global Strike Command and 30th Space Wing test-launched the nuclear-capable Minuteman III intercontinental ballistic missile. The Space Force describes the ICBM as a unique portion of the Air Force Global Strike Command (AFGSC) nuclear enterprise.
First deployed in 1979, the W78 nuclear warhead is being renewed at a cost to US taxpayers of $8.6 billion. The renewal program began under Obama in 2010. It is scheduled for deployment in 2030 and will be renamed W78-1. The W78-1 is designed to be carried by the Minuteman III ICBM, recently tested by the AFGSC in collaboration with the Space Force and 30th Space Wing. Meanwhile, there are other ominous developments afoot.
In 2019, the Missile Defense Review advocated for placing interceptors, which can equally mean first-strike missiles, in space: Space-basing may increase the overall likelihood of successfully intercepting offensive missiles, the document claims. It can reduce the number of U.S. defensive interceptors required to do so, and potentially destroy offensive missiles over the attackers territory rather than the targeted state.
At the end of May 2020, Raytheons Missiles and Defense branch offered a job with secret clearance to engineers with expertise in radiation effects. The job calls for radiation hardening designs for missile defense interceptors. Interceptors are well-known by strategists to be, dual-use, potential first-strike weapons. We are executing programs and investing in systems designed to work in nuclear weapons and space environments, the document says. The job description mentions interceptors, which, if the authors of the Missile Defense Review have their way, could end up being based in space.
UPGRADES
Under the Stockpile Stewardship Program, Los Alamos no longer detonates nuclear weapons to test them, relying instead on non-nuclear tests and computer simulations. The Lab maintains old nukes via the Life Extension Program: ironic, given that the weapons do little other than threaten death. The LEP involves the analysis, replacement, and refurbishment of components.
The B61-3, -4, -7, and 11 nuclear gravity bombs are deployed to US and NATO bases. The B61 has been in service for 50 years, making it the oldest and most versatile weapon in the enduring U.S. stockpile. Designed and engineered at Los Alamos and Sandia National Laboratories, the Life Extension Program will keep the device in service for an additional 20 years. The B61-12 is being certified for delivery by current strategic and dual-capable aircraft, as well as future aircraft platforms. If we are interested in survival as a species, the dual-use element is problematic because Russian, Chinese, or other adversaries can never be sure whether the given bomber plane in or near their airspace is carrying nuclear weapons. This puts their militaries on high-alert and increases the likelihood of escalation through misunderstanding.
The W88 nuclear warheads Life Extension Program (LEP) started in 2012, again under Obama. The W88 came into service in 1988 with the Trident II D5 submarine-launched ballistic missile. The LEP will replace the arming, firing, and fusion system, and refreshes the weapons conventional high explosives, for safety reasons, of course. The LEP is compartmentalized across several labs. Los Alamos is in charge of W76-2 mod, a LEP for another Trident II D5 submarine-launched ballistic missile.
The W76-1 produces a high-yield and is, counterintuitively, safer for the world in some ways because enemies know that they will be obliterated and are therefore less likely to engage in the kind of warfighting that can lead to escalation. First produced in 2019 at the Pantex Plant in Amarillo, the W76-2 on the other hand produces a lower-yield explosion, blurring the lines between nuclear and non-nuclear war. Lower-yield weapons are more tempting for commanders and world leaders to use, but they risk retaliation from states with high-yield weapons and thus uncontrollable nuclear escalation. Los Alamos describes the W76-2 mod as a milestone in support of a national security initiative requested by the president in the 2018 Nuclear Posture Review.
The W80-1 is being extended at Lawrence Livermore via the W80-4, which will be ready by 2031. The scientists explain that the insensitive high explosive, triaminotrinitrobenzene (TATB), will be used for the warheads main charge. Engineers and chemists at Lawrence Livermore are helping to restart the TATB production process after 30 years of dormancy.
In April 2020, Raytheon won the contract to develop the Long Range Standoff Weapon (LRSO) for the US Air Force, on which the W80-4 will be placed. The LRSO will be capable of both nuclear and conventional strikes, says Defense News, which means that Russia and China will be on high-alert and prone to escalation in error, as the article later admits.
CONCLUSION: DIRECT THAT ENERGY
As Extinction Rebellion largely obeys COVID lockdown, Black Lives Matter and other solidarity groups take to the streets nationally and internationally. Militarized police push young, unarmed women to the ground, use their shields to knock over old men, and even fire their paint guns at people standing in their doorways filming. We have an out-of-control, predatory neoliberal economic system, a powder keg of 40 million unemployed Americans, a climate heating up by the day, causing wildfires in the Arctic, and a grim swing towards a new kind of buffoonish authoritarianism, with Bolsonaro in Brazil, BoJo the Clown in the UK, and the manic Narcissist-in-Chief in the White House running the most powerful nation on Earth.
As if all of this wasnt bad enough, world-threatening nukes are being modernized and incrementally based in space. We need a broad left coalition of Extinction Rebellion, Black Lives Matter, and a revived anti-nuclear campaign to team up with anti-space-weapons networks to, if not end this madness, at least mitigate it. Unless we succeed, we might not be here to rebel against our extinction.

Enel Awarded 106.3 MW in Italy in GSE’s Second Auction – Saurenergy
Enel Green Power has announced that it has been awarded 68 MW of new renewable capacity for two wind projects and 38.3 MW of nominal capacity deriving from the repowering of already-operational hydro plants in the second renewable auction launched by the state-owned energy service company GSE (Gestore Servizi Energetici) in Italy.
Specifically, the company participated in the 500 MW tender for new wind and solar projects and the 98.5 MW tender for renovations of renewable plants with a capacity exceeding 1 MW.
Regarding the new capacity, the two wind farms are located in Campania and Basilicata. The upgrading and useful life extension concern the three hydro plants already operating in the municipalities of Castiglione dei Pepoli (Bologna), Civitella in Val di Chiana (Arezzo) and Montecreto (Modena).
With this second award we confirm the commitment to invest in new renewable capacity in Italy, contributing to the challenging decarbonisation objectives of the Enel Group and the country,saidAntonio Cammisecra, CEO of Enel Green Power and Head of the Global Power Generation business line. Thanks to our development strategy, in 2019 the Groups installed capacity from renewables exceeded that from thermal sources globally, marking a further step forward towards the progressive replacement of fossil fuels with zero-emission ones.

In the second auction conducted by GSE, wind won 406 MW of the 425 MW awarded in an undersubscribed auction 500 MW was on offer.
The primary reason for the undersubscription is Italys cumbersome and lengthy permitting process, stated WindEurope. Besides the challenges with permitting, the auction was also undersubscribed because repowering projects were not allowed to bid. This is significant. Italy has huge repowering potential: almost half of Italys installed wind fleet (10 GW) will reach the end of its operational life by 2030. The fact that repowering projects could not bid in the auction makes no sense.
Onshore wind accounted for the entire 406 MW of the 425 MW awarded in the most recent auction. The price range was from EUR 56/MWh to EUR 68.4/MWh. The weighted average was EUR 64.6/MWh.

Aeris Resources to acquire producing gold mine from Evolution in transformational move – Proactive Investors Australia
The Cracow Gold Mine is on track to produce 82,500 87,500 ounces of gold in the 2020 financial year and generate net mine cash flow of $84 to $89 million.
() has entered into a binding agreement with () to acquire the Cracow Gold Mine in Queensland.
Cracow is an established, high grade, low-cost underground gold mining operation and processing facility operating continuously since 2004, producing more than 1.4 million ounces over its life, with a consistent track record of profitability and reserve replacement.
The mine is on track to produce 82,500 87,500 ounces of gold in the 2020 financial year and generate net mine cash flow of $84 to $89 million.
Aeris has agreed to pay Evolution $60 million in cash upon closing of the transaction, a deferred payment of $15 million on June 30, 2022 plus a 10% net value royalty from July 1, 2022 to June 30, 2027, capped at $50 million.
Completion of the transaction is expected to occur on June 30, 2020.
Aeris executive chairman Andre Labuschagne said: This is a truly transformational transaction for Aeris and will be immediately accretive in value.
The acquisition provides us with asset and commodity diversity, strong cashflow generation and high value synergies.
Cracow will be a perfect fit for the unique skill set of our management team, who have a track record of extracting value and life extensions, as demonstrated at the Tritton mine, and previously with Norton Gold Fields at the Paddington gold mine. Our immediate focus will be on transitioning Cracow into the Aeris culture and aggressively investing in the mine life extension opportunities we have identified.
Labuschagne added: Aeris inherits a well-run, proven operation which has been a consistent performer for Evolution.
Importantly for us, there is a strong operating team in place that has a culture of continuous improvement.
We are confident that Cracow management and the workforce will fit well with Aeris own culture and the renewed focus to reinvesting in mine life extensions which Aeris will bring.
Aeris intends to fund the transaction through a fully underwritten $40 million equity raising and a $30 million acquisition bridge debt facility.
A new $15 million guarantee facility has also been secured to provide for the replacement of financial assurances relating to the mine and will be provided by SPOV (Special Portfolio Opportunity V), a subsidiary of a fund managed by PAG.
The equity raising will be conducted via a fully underwritten institutional placement and an underwritten 2.02 for 1 pro-rata accelerated renounceable entitlement offer.
Aeris has already secured commitments from its three largest shareholders, representing about 60% of the register to commit to participating in the equity raising, subject to a maximum holding of 19.99% at completion.
The Cracow Gold Mine is about 500 kilometres north-west of Brisbane in a highly endowed goldfield with gold mineralisation hosted in steeply dipping structurally controlled low sulphidation epithermal veins.
The underground mine is accessed through a single surface decline with ore primarily mined via open stoping through a modified Avoca mining sequence.
Cracow has a strong track record of reserve and resource replacement and Aeris plans to aggressively invest in brownfield and greenfield exploration with the aim of growing the resource base to extend mine life.
Multiple near term opportunities for resource conversion have been identified with about $13 million budgeted over the next two years for exploration, with key priorities including both underground near-mine extensions (e.g. Killarney) as well as nearby open-pit deposits (e.g. the Golden Plateau and Roses Pride).
Extracting value through integration efficiencies will also be a key driver of Aeris immediate plan with about $4 million of targeted annual cost synergies as well as the potential for utilising Aeris existing carried forward tax losses ($256 million at June 30, 2019).
Over the two year period to June 30, 2022, Aeris expects Cracow to generate more than $100 million of net mine cash flows at the current gold price, with pro forma Aeris group EBITDA of $272 million to $282 million and pro forma group net mine cash flows of $137 million to $155 million.
This significant cashflow will provide for both investment in life of mine extension projects at Cracow and Tritton as well as to also continue deleveraging Aeris balance sheet.
To protect the very significant near term positive cashflows from Cracow, Aeris intends to enter a prudent gold hedging program, with an initial focus on the first 12 months.

Snowbirds were waiting for new ejection seats before deadly crash. Now DND wont say if gear was replaced – Toronto Star
VANCOUVERThe crucial piece of safety equipment that offered the last chance to save the life of Capt. Jenn Casey when she ejected from a Snowbird CT-114 Tutor Jet earlier this month had been targeted for replacement by a much more sophisticated system as far back as 2015, military records show.
Twelve days after the tragedy, the military wont say whether the Canadian Forces fleets ejection seats have yet been replaced, or whether the ejection seats used by Casey and pilot Capt. Richard MacDougall that day were still an outdated technology that the military knew was less effective at saving lives in the flying conditions used by the Snowbirds than more modern systems.
Although the cause of the crash that took place in Kamloops, B.C., moments after the Snowbirds CT-114 Tutor Jet took off is not yet publicly known, one thing is certain: MacDougall and Casey both ejected from the plane, their lives depending on the absolute last resort safety equipment available to them ejection seats.
While MacDougall survived the ejection, Casey did not. And there is no question that modern ejection seat technology the Department of National Defence planned to place in the Snowbirds fleet offers a greater chance of survival for the kinds of scenarios in which the Snowbirds fly, compared to the older ejection seats originally used in the Tutor jets.
Its led aviation safety experts across the country to ask the question: Could the jets technology have given Casey a better chance of survival?
The Department of Defence did not respond to repeated questions about the state of the ejection seats on the jets first built in 1965.
Ejection seats have a certain set of parameters called an envelope in which they will work as expected and give the person ejecting the greatest chance for survival.
State of the art ejection seats work in whats called zero-zero conditions, meaning the plane can be at zero altitude, and zero air speed, and the seat will still rocket the occupant high enough in the air for the parachute to open and the occupant to land safely.
Older ejection seats can also save lives, but they work under more limited conditions. The ejection seats original to the Snowbirds jets were manufactured by Weber Aircraft. According to several experts, the seats work from zero altitude if the plane is travelling at a speed of 60 knots. The direction of the plane also influences the effectiveness of the seat, while this is a less important factor with the zero-zero seats.
In the case of the Snowbirds, they are regularly in high-risk circumstances for ejection: They fly at high speeds, close together, at low altitude and perform aerobatics.
What matters, that most important component of any single-engine, high-speed military aircraft, is that youve got to have an ejector seat that will allow the survival of the occupant in the kind of manoeuvres that the plane performs, said John Pottinger, a longtime aviation safety expert based in Vancouver.
If the Snowbirds are still using the old Weber seats, Pottinger says, We have not reduced the risk to a level most Canadians would consider acceptable.
The military has been aware of the aging nature of the CT-114 ejection system, and has expressed a need to replace it as far back as 2015, when the national Defence Department released a report on a project then called the CT-114 Life Extension Beyond 2020.
The upgrade may include replacing wing components, replacing the ejection seat with a zero/zero capability and improving the wheel breaks to allow operations at remote locations, the 2015 document reads.
An official record of the project under the Department of National Defences investment plan, updated in January makes no mention of ejection seats. In an email, a spokesperson for the department told the Star the project is in the options analysis phase. The spokesperson did not respond to repeated questions about whether the ejection seats have been updated as part of the project.
Media reports from 2016 showed the military did test an updated ejection seat for the CT-114 Tutor off the back of a Dodge Ram. The Department of Defence did not respond to questions about whether that test led to updates to the Tutor jets.
The defence spokesperson wrote in an email that the intention of the CT-114 Life Extension Beyond 2020 is to update the CT-114 jets so theyre usable until 2030. Thats a change from previous plans detailed by the department in 2012 media reports, which said the 1960s jets would be retired by 2020.
The CT-114 Tutor aircraft has proven to be a very resilient platform to maintain and upgrade, a portion of the email reads. On-aircraft maintenance is done by RCAF technicians from 431 Sqn on a regular basis, and an additional Periodic Inspection is completed by IMP Aerospace every 400 flying hours. This includes further maintenance and repairs to ensure the aircraft remains serviceable for first-line operations.
Pottinger, who has worked in aviation safety for more than three decades, including time at Transport Canada, said that when it comes to the age of the Snowbirds fleet, the ejection seat is one of the most important safety features to keep up-to-date.
He said there are two ways to mitigate risk: You can reduce the risk of the activity itself, and you can reduce the consequences of the risky action. For example, when it comes to driving, stop signs are an example of the first way, while seatbelts are an example of the second.
Flight, especially in a single-engine, high-speed jet performing aerobatics close to the ground, is inherently risky, Pottinger said. So the choices National Defence makes about reducing the consequences of risky activity are especially important.

Its possible, due to the size and weight of the Tutor jets, that the answer would be no. In that case, Pottinger said the military would have to consider the cost of replacing the Tutors with newer jets, or stopping the program altogether. But to him, the risk of carrying on the Snowbirds program with inferior ejection technology is unacceptable.
Ejection was also an issue in a Snowbirds crash in October 2019, though it is unclear what went wrong.
An initial investigator report for a crash at the Atlanta Motor Speedway in Georgia, when pilot Capt. Kevin Domon-Grenier successfully ejected and survived, states that Domon-Grenier reported anomalies with the ejection system during the incident.
The crash also brought back memories of the last time a Snowbird member died in a crash.
Every May, Rob Mitchell and his former Snowbirds squadron plan to get together to remember Capt. Shawn McCaughey, who died during an air show practice exactly 13 years ago.
We call it Shawns gift to us, he said. Its that eternal connection.
Already bonded by living, travelling and flying together, Mitchell believes that the Snowbirds crew he headed in 2007 and 2008 were drawn especially close by the terrible tragedy they witnessed. On May 18, 2007, McCaugheys plane crashed during a practice show. His seatbelt failed, and the 31-year-old captain died on the spot.
A report released two years later concluded that a faulty seatbelt system the military had known about and delayed updating for five years contributed to his death.
Almost 13 years later, Mitchell watched the videos of another Snowbirds plane plunging to the ground with disbelief and dread. He saw the two streaks of smoke showing that the pilot and passenger had ejected from the CT-114 Tutor jet.
Ejection, Mitchell said, is nothing like jumping out of an airplane with a parachute. Its high-stakes safety equipment designed to shoot airplane occupants out of the aircraft high enough into the air so that the parachute expands.
The act of ejecting is a very violent thing, it propels you out of a jet at over 20 G, Mitchell said. G-force is short for gravitational force equivalent, a measure of acceleration. By comparison, jets that race in competition have a maximum G-force of 10.
The fact that the pilot of the May 17 crash survived, but Casey did not, left Mitchell with a familiar knot in his stomach, and a puzzle.
Like anything in life, theres a design limitation, air speed, altitude, nose position that is calculated when they make this machinery and there are certain envelopes for that seat and I want to know how close to that envelope they were, Mitchell said.
Being that close to it when one person makes it and one doesnt, it makes you go: What was it that made the difference?

At a budgetary crossroads, the US Navy’s aviation wing must choose between old and new – DefenseNews.com
WASHINGTON In the coming years, the U.S. Navy will be faced with a decision that will radically shape the carrier air wing: Is the service willing to sacrifice dozens of new Super Hornet jets for the promise of a sixth-generation fighter in the 2030s?
The Navy is opting to buy a final 24 F/A-18E/Fs in fiscal 2021, slashing a planned purchase of at least 36 Super Hornets that would have spanned FY22 through FY24. The move will save $4.5 billion, which the service plans to redirect to its sixth-generation fighter program, known as Next Generation Air Dominance, or F/A-XX.
However, the decision may not be as clear cut or final as budget documents make it seem.
The Navy is at the very start of the NGAD development process, having completed an analysis of alternatives in June 2019, as well as broad requirements and guidance for a concept of operations. The effort is now in the concept development phase, during which defense companies explore ideas that balance advanced air dominance capabilities and long-term affordability/sustainment, said Navy spokesman Capt. Danny Hernandez.
But with an economic downturn potentially leading to even more pressure on the defense budget, the Navy may not have the funds to proceed with NGAD as a clean-sheet fighter jet.
Although the Navy would like to start developing the next generation of aircraft ... I just dont think and increasingly people in the department are thinking theres not going to be the money to devote to this next generation of fighter, said Bryan Clark, an analyst with the Hudson Institute and a retired naval officer.
I think they are going to fall back to looking at F/A-XX as a modification or an evolution of the F-35, he said. Instead of the other half of the air wing being some new aircraft, youll have a combination of F-35Cs and then some modified version of the F-35 or a modified Super Hornet."

Jerry Hendrix, a retired Navy captain and an analyst with the Telemus Group, said the services enthusiasm for F/A-XX is a sign of a continued preference for manned aviation as well as a desire to shut out any hope of fielding a long-range, penetrating strike drone.
Ive always been in favor of extending the Hornet production line because it is solid and stable, Hendrix said. But the extension was based on the proviso that were extending in order to get to an unmanned combat aerial vehicle. If it was an extension to get to the next manned fighter were missing the idea of what the future competitive environment, or really the present competitive environment, is all about.
The Navy has grappled in prior years with the question of whether to cease production of the Super Hornet in favor of a future fighter, and it is an argument that lawmakers are wary of.
The Navy first planned to stop buying the F/A-18 in its FY15 budget a decision made to fund the transition to the F-35. But technical issues and delays pushed out the fielding of the Navys F-35C takeoff-and-landing model for aircraft carriers to 2018, leaving the service dependent on a fleet of aging, battle-worn F/A-18s in need of a service-life extension. The Navy ended up listing the F/A-18 on its unfunded priorities list, and Congress followed by funding enough Super Hornets to keep Boeings line running.
If we go back a few years and we look at what happened when we thought we were going to plant the F-35, we let the F-18 slide down, Rep. Donald Norcross, D-N.J., said in a March 10 hearing. Norcross is the chairman of the House Subcommittee on Tactical Air and Land Forces.
The process of standing up the F-35C was much slower than expected, and the Navy ended up buying additional F/A-18s to bridge the capability gap, he said. Yet, here we are getting ready to curtail 36 Super Hornets because we are expecting, you know, the F/A-XX to come online, he added.
Asked how he could be confident that F/A-XX would stay on schedule, Rear Adm. Gregory Harris, the Navys director of air warfare, said he could provide lawmakers a more detailed defense of the Navys Next Generation Air Dominance family of systems in a classified setting.
Were working closely with the Air Force to ensure the systems that we put on that have the [technology readiness level] that gives us confidence that we can achieve that aircraft on time in the early 2030s to replace the F/A-18E/F as it reaches the end of its service life, Harris said.
Missouri Rep. Vicky Hartzler, the subcommittees top Republican, pointed out that the Navy already has a fighter shortfall of about 49 aircraft, with additional F/A-18s being pulled from the operational fleet into a service-life extension period that will take at least a year.
I feel like this is too much operational risk, she said. If you add all those up, this is a severe shortage that we are experiencing, and if you dont account for the attrition rate, actually in combat we would have a very large gap there potentially.
James Geurts, the Navys assistant secretary for research, development and acquisition, said there is always risk when transitioning from legacy to new aircraft, but that improved mission-capable rates and a steady flow of jets moving through upgrades will help balance the shortfall.
Were taking risk until the late 2020s. I think 2029 is when we will get to the full fighter inventory, and so we had to take some risk as we balance that, he said.
The most likely scenario is that, as the Navy presses forward with its plan to curtail funding for F/A-18s, Congress will simply continue buying more of them, Hendrix said.
But one unanswered question is whether lawmakers will also intervene to force the Navy to consider a wider range of aviation options that could give the carrier air wing longer legs.
Im hopeful that there will be a broader conversation, led by Congress and the administration, perhaps together, to say: We are looking at the future security environment. We are looking at the Chinese threat. We are looking at whats happening in Taiwan, whats happening [in] Hong Kong and within the first island chain, and we really need to have this new capability of long-range, penetrating strike, Hendrix said.
What I do realize is that because the Navy is very conservative right now in how its approaching its procurement programs, the Navy will not be the one to say we need this mission.
No matter what the Navy decides, it could impact its procurement of the MQ-25 unmanned tanker drone currently under development by Boeing. Hendrix sees the MQ-25 program as a likely bill payer, particularly if the service continues to buy Hornets.
What was the reason for the MQ-25? It was to take the strain off from the Hornets, which were being used to refuel other F/A-18s and burning through their service lives faster than anticipated, Hendrix said. When you reopen the Hornet production line and you add 120-something new Hornets, you actually took that strain off the Hornet fleet. So there really isnt a requirement now for a recovery tanker.
Clark agrees that the Navy should develop a long-range unmanned combat aircraft but is unlikely to do so.
But should the Navy choose not to proceed with an F/A-XX program, Clark believes the service could funnel some of that money into modifying the MQ-25 to supplement strike, intelligence, surveillance and reconnaissance capacities, and could even end buy more MQ-25s than planned.
The MQ-25 program, once it gets fielded and proven out, I could see the Navy expanding it, he said. I think the operational and programmatic pressures have driven the Navy to embrace the MQ-25, and because its a complement to the manned aircraft, its generated less resentment among the manned aviation community.

The UK is poised to lead the way as operators increase spending on North Sea decommissioning work amid low oil prices, according to a new report.
Independent research company Rystad Energy has predicted Britain is in line for nearly 80% of the 14billion it estimates could be spent on removal projects in north-west Europe over the next five years.
The researchers said that, with exploration and production budgets slashed since the Covid-19 pandemic took hold and sent oil prices tumbling and few profitable investment alternatives, operators are now likely to increase spending on decommissioning projects.
Rystad estimates the value for the market world-wide may reach 34.5billion by 2024.The report added that, with an average asset age of 25 years, the north-west European decommissioning sector could grow 20% in annual commitments over the next 18 months if the current low oil prices do not show signs of substantial recovery soon.
It continued: In addition to a rapidly maturing asset base and low oil prices that erode commercial viability and potential life extensions, the North Sea decommissioning market will also be helped by favourable service contract prices.
Rystad energy service analyst, Sumit Yadev, said: A protracted low price environment can potentially motivate operators to leverage low contract prices and commit to their asset retirement obligations, thus spurring decommissioning activity in the north-west Europe region.
This will also provide welcome opportunities for contractors in an otherwise gloomy oilfield services market.
The report warned increased spending on decommissioning may limit the room for operators to invest in other segments, including exploration, development and enhanced oil recovery initiatives.
Leading players such as Shell, Total, Repsol and Premier Oil are expected to assign 10% or more of their North Sea spending in the next five years to removal projects.
Only about 15% of North Sea assets have been decommissioned to date, but in its latest report, Rystad Energy predicts an average of 23 assets will cease production annually over the coming five years.
The research firm expects during the next decade operators will carry out the decommissioning of more than 2,500 wells in the sector, of which 1,500 are in the UK Continental Shelf (UKCS) area.
It said nearly 300,000 tonnes of topsides will be removed from the UKCS by 2025, along with almost 100,000 tonnes of substructure.
With around 50 topsides due to be decommissioned, Rystad estimated an average removal cost of more than 4,300 per tonne.
Plugging and abandonment (P&A) of wells is expected to make up about 45% of decommissioning costs over the next five years, followed by platform removals, which will account for nearly 20% of total expenditure.
Platform wells will be the dominant segment for P&A activity, making up about 65% of the total well abandonment, while the rest are subsea wells.
But, in cost terms, subsea wells will take the lead at an average of 9m each to abandon, compared to 4m for a platform well.
Some of the leading assets that will drive the North Sea decommissioning market include the Brent, Ninian and Thistle fields in the UK and Gyda, in Norway.
Shells Brent project would emerge as the single largest asset decommissioned globally, representing an outlay of nearly 2.5bn alone over the coming decade.
Rystad said the current low oil prices could play a pivotal role in boosting decommissioning spending in the UK if they persist beyond the end of this year.
Nearly 10% of all UK offshore assets have lifting costs above 20 per barrel, which will hamper their life extension prospects and make removal a better financial option if low prices continue.
