Novartis already knew that adding Kisqali to endocrine therapy can help premenopausal patients with HR-positive, HER2-negative advanced breast cancer live longer. Now, it knows exactly how long.

Kisqali plus endocrine therapy helped pre- and perimenopausal women with HR+/HER2- disease live a median 58.7 months, according to phase 3 data presented at the San Antonio Breast Cancer Symposium's (SABCS') virtual annual meeting. Thats compared with 48 months forendocrine therapy alone, translating to a 24% reduction in the risk of death for the Kisqali regimen.

Jeff Legos, Ph.D., Novartis head of oncology drug development, called Kisqalis new survival showing very impressive given that these patients historically survived for around three years after treatment. Patients in the control arm of the Monaleesa-7 trial appeared to live longer because some went on to receive Kisqali afteran initial survival readout, which showed a 29% reduction in the risk of death.

The Kisqali regimen also extended the time period before patients need follow-up chemotherapy by about 31%. Patients on the Kisqali combo lived a median 50.9 months before their first post-treatment chemo, while the time was 36.8 months for endocrine therapy alone.

The survival benefit was similar in a subgroup of patients who took a nonsteroidal aromatase inhibitor (NSAI) as part of their endocrine therapy. The death risk reduction in those patients was 20%, as the Kisqali group also lived a median 58.7 months, versus 47.7 months for the control arm.

Thats the most relevant data for Kisqali in this patient population,given that its only approved by the FDA in combination with an NSAI. The Monaleesa-7 study also tested tamoxifen as an endocrine option, but, in those patients, researchers identified ahigher-than-expected increase in an abnormal heart rhythm called QT prolongation.

Novartis has now reported statistically significant life extension benefits for Kisqali in premenopausal women in the Monaleesa-7 trial and in postmenopausal women in the Monaleesa-3 study.The Monaleesa-2 program testing Kisqali in combination with the endocrine therapy letrozole in previously untreated patients is expected to have overall survival data in the second half of 2021.

The current Monaleesa-7 study was carried out in patients who hadnt been previously treated witha CDK4/6 inhibitor or endocrine therapy, but it did allowprevious treatment with chemotherapy.

Biomarker victory over Ibrance

In a cherry on top of Kisqalis 2020 SABCS data cake, Novartis unveiled a pooled analysis of the three trials showing the CDK4/6 inhibitor reduced the risk of disease progression or death in three of the four main subtypes of breast cancer.

In patients with the more traditional Luminal A and Luminal B subtypes, where Legos said patients have done reasonably OK with solo endocrine therapy, adding Kisqali significantly slashed the risk of disease progression or death by 37% and 48%, respectively, across the three trials.

The best news for Kisqali, though, according to Legos, came fromthe HER2-enriched subtype, which makes up about 15% of the HR+/HER2- breast cancer population. This subgroup traditionally had not done very well on endocrine therapy alone and hence it can be sort of deemed as a poor prognostic factor, Legos explained.

But in this group, the Kisqali-endocrine pairing cut the risk of disease progression or death by 61%.

The showing in this subtype is important because its the first time a CDK4/6 inhibitor combo topped endocrine therapy alonein these women, Legos said. Three years ago at the SABCS event, a retrospective analysis of the Paloma-2 trial found Pfizers market-leading CDK4/6 inhibitor, Ibrance, didnt benefit the HER2-enriched subtype, he pointed out.

I think this just addsto the growing body of evidence that these mixed results that were seeing in both the metastatic setting, as well as in the adjuvant setting, may suggest that not all of the CDK4/6 inhibitors are equal, Legos said in an interview ahead of the data presentation.

Indeed, Ibrance has repeatedly failed in several HR+/HER2- breast cancer trials. The most famous is the Paloma-3 trial, which showed adding Ibrance to endocrine therapy in metastatic patients didnt significantly beat endocrine therapy at extending patients lives.

And, in the postsurgery setting known as adjuvant treatment, Ibrance recently failed to lengthen the time early breast cancer patients could live without invasive disease returning. It didnt deliver a benefit in a wider patient group or in a high-risk subgroup.

Meanwhile, updated data from the phase 3 monarchE trial presented at this years SABCS showed the adjuvant pairing of Eli Lillys rival CDK4/6 inhibitor Verzenio and endocrine therapy reduced the risk of invasive disease after surgery by 28.7% in high-risk patients with an extended follow-up of 19 months.

CDK4 versus CDK6

Novartis has been attributing Kisqalis better efficacyas compared to Ibrancesto its drugs higher inhibition of CDK4 over CDK6. While CDK4 is more widely expressed in breast cancer cells, CDK6 is found more in the bone marrow; plus, CDK4 plays a greater role in cell proliferation and growth, Legos explained. Verzenio also inhibits CDK4 to a higher degree.

Kisqali isnt omnipotent, though. The Novartis drug didnt show a tumor progression improvement in the basal-like subtype. Legos said this represents a small group of patients whose tumors resemble triple-negative breast cancer. These patients constitute an average 3% of participants across the three Monaleesa trials, which Legos said is reflective of the real-world makeup.

Novartis is running a separate trial called Natalee, hoping to show that Kisqali on top of endocrine therapy works as an adjuvant treatment for both intermediate and high-risk patients. Data from that trial areexpected in 2022.

In its latest research titled, FSS Capacity Pricing Trends, Euroconsult, the leading global consulting firm focused on space and satellite-enabled markets, reported that the dramatic pricing declines of the past five years have slowed as a result of notable slowdowns in new capacity supply additions. However, intense pricing pressure is expected to return in advance of new capacity coming online in the 2022-23 timeframe.

Over the past five years, average capacity pricing levels in video markets have dropped 30 percent in aggregate, while data markets have experienced 60 percent declines. While pricing is beginning to stabilize, the previously strong mobility market is now seeing pricing erosion in the short term, due to the COVID-19 pandemic and its impact on global travel.

We are seeing a mixed landscape in current pricing trends, said Brent Prokosh, Senior Affiliate Consultant at Euroconsult and author of the report. Despite the generalized pricing declines globally, , strong demand for HTS capacity in places such as North America and Southeast Asia has led to regional shortages, alleviating pressure in the short-term. While fewer regions have reported sharply declining capacity pricing levels, more challenging competitive environments are reported for Latin America and the Russia & CIS regions. Further, at key orbital hotspots, Direct to Home (DTH) television platform pricing has also been notably resilient.

While DTH pricing of up to $8,000/MHz/month is still in effect in some locations, many platforms have sought to reduce their commitments through lower volume and/or shorter-term renewals. On the lower end, capacity pricing ranges have remained relatively stable over the past year, with $600/MHz/month for regular and less than $100/Mbps/month for large-volume long-term HTS capacity leases still prevailing.

In its 3rd annual edition of the report on satellite capacity pricing trends, Euroconsult provides an analysis of the structural trends impacting the industry and delves into regional pricing for nine different parts of the world. The analysis is based on an expansive database of more than 2,000 capacity pricing contracts and includes roughly 100 new price points derived from more than a dozen interviews and continuous desk research conducted over the past 12 months.

It includes capacity supply fill rates and case studies on the cost base of satellite capacity. It also breaks out pricing trends by spectrum and type of service and includes an overview of milsatcom and mobility pricing. Additionally, for the first time, this years edition of FSS Capacity Pricing Trends includes a section on in-orbit life extension services. It also provides an analysis of the cost base of capacity for nearly 40 HTS systems, including all major Very High Throughput Satellite (VHTS) systems and Non-Geostationary Orbit (NGSO) broadband constellations.

The research projects that HTS fill rates, which are comparatively lower than regular capacity, are expected to drop from 50 percent as of 2020, to below 20 percent by 2023 with new capacity expected to come on line in that time frame. This oversupply will put further pressure on capacity pricing. As a result, Euroconsult projects that operators will seek to drive utilization of new capacity by testing the price elasticity of demand.

Another way that operators are responding to oversupply and pricing erosion is by adopting vertical integration strategies, said Prokosh. This has the potential to provide them with a higher degree of control over pricing conditions. It is an especially relevant trend, given expectations that competition will continue driving the benefits of lower cost base of capacity towards end user services as opposed to the tradition FSS operator wholesale lease model.

Team Trump’s 2022 budget plan; COVID canks conference; Raytheon, C3.ai team up; and more. – Defense One

The lame-duck Trump administration is defying precedent by pressing ahead with a fiscal 2022 defense budget request, and could release it before President-elect Joe Biden is sworn in.

The White House Office of Management and Budget and the Pentagon are going back and forth over various items. While the incoming Biden team will likely redo parts of the budget to reflect its own priorities, large portions developed by Trumps Pentagon team are sure to make it into Bidens proposal, which we probably wont see until the spring.

So lets go through whats inside Trumps fiscal 2022 request. My colleague Katie Bo Williams got a copy of the passback a document sent from the White House Office of Management and Budget ordering Pentagon planners to modify their proposal. Defense officials are due to respond with objections or changes this week. A few caveats: this is just a draft, as of earlier this week, and not a finished product. Also, the draft passback document rarely says what the original proposed amounts were, just the changes OMB wants made.

The Topline

The proposed $722 billion spending plan is exactly in line with the five-year budget projections included in Trumps 2021 proposal. Its a 2.3 percent increase over the $705 billion requested for 2021. Top Pentagon leaders have frequently lobbied for 3 percent to 5 percent annual growth. Something else worth noting is that the Trump administration has reduced the Overseas Contingency Operations, or war, portion of the budget from $69 billion in 2021 to roughly $16 billion in 2022. The remaining $706 billion is in the base budget. As usual, the topline figure does not include the Energy Department nuclear weapons spending or various pots of national security spending in other agencies budgets.

Missile Defense

The suggested Missile Defense Agency budget for 2022 is $9.3 billion (about $241 million more than planned), and $52.3 billion over five years (a plus-up of about $4.8 billion). OMB asked MDA to consider putting more money toward a proposed homeland-defense anti-missile layer based on the Aegis system. It also suggests a $1.8 billion plus-up over five years to the Next Generation Interceptor program. That money would fund two contractors through Critical Design Review (CDR) in early FY 2026 rather than just through [preliminary design review], the draft passback memo said. The NGI program is already high-risk, and the best mitigation is keeping two contractors through CDR. Theres also a recommendation for $203 million in fiscal 2022 (and $1.5 billion over five years) for countering hypersonic weapons. The 2022 money would be used to accelerate development and testing of a hypersonic glide phase defeat weapon, associated systems engineering, and integration into Aegis ballistic missile defense weapon systems to defeat adversarial hypersonic threats.

Missiles

OMB wants the Pentagon to spend at least $150 million in 2022 to demonstrate the Mobile Intermediate Range Missile (MIRM) variant to maintain development and testing of a viable ballistic option for future consideration.

Research and Development Priorities

OMB called for increases in Pentagons artificial intelligence and biotechnology research funding, as well as quantum information science.

F-35

The passback reveals a Pentagon proposal to reduce the planned purchase of F-35 Lightning II fighters over the next five years by 40, and use the funds to pay for other items related to the program. The Department should fund all F-35 program cost increases from within the program by reducing the corresponding number of F-35 aircraft to be procured in the FY 2022-26 [future years defense program] to offset those program cost increases, the memo says. The Pentagon is also proposing to cap annual F-35 purchases at 85 jets. Air Force and Navy 2021 budget documents show the Pentagon had planned to buy 85 F-35s, but then increase production to 94 jets in 2023 and 2024 and 96 jets in 2025. OMB directs that reductions to the planned fleet must be based on a strategic risk and capability analysis of the need for the F-35 in the most stressing contingency and that such an analysis is vital to obtain support for any proposed reductions to the fleet. The Department, therefore, shall provide to OMB a dynamic analysis of the ability and risks associated with the planned TACAIR fleet to prevail against expected threats in the Pacific theater in 2030 and 2040 with moderate risk.

Operation & Maintenance Cuts

The White House also asked individual services to trim their proposed operation and maintenance budget: the Army by $2.3 billion to $56.4 billion; the Air Force, $2.5 billion to $52.5 billion; and the Marine Corps, $457 million to $8.8 billion.

Navy

OMB forbids the Navy to go through with its plans to decommission five cruisers over the next five years, a measure that was meant to save some $1.9 billion. It also says the Navy must keep around two fast-attack submarines it planned to decommission in fiscal 2027. The bill for that is $710 million. OMB also orders the Navy to assess all Large Surface Combatants for maximum life extension opportunities after 2026.

Air Force Advanced Battle Management

OMB calls for a $137 million cut from an undisclosed amount in 2022 to the high-profile project known as ABMS. It also recommends a $200 million cut in 2023 and 2024. It was critical of the Air Force, citing a critical Government Accountability Office report released earlier this year.

Space

OMB says its concerned about FY 2020 and FY 2021 congressional marks against the Space Development Agency, the fast-buying satellite shop created by defense leaders less than two years ago. The Pentagon had proposed a precipitous increase in the organizations funding in 2022, which OMB recommends cutting by $200 million (the document does not say how much money SDA is asking for total). It also recommended $200 million in cuts in both 2023 and 2024.

Personnel

The defense giant and Silicon Valley firm have formed an alliance to develop artificial intelligence solutions for aerospace and defense missions for government customers, including the U.S. Air Force and intelligence community.

Researchers Think Megastructures Can Help Seed Life Throughout the Galaxy – VICE

When you hear the word "conservation" you might think about newt-counting or anti-fracking actions. What you probably dont think about is blowing up Jupiter and using its raw materials to build a megastructure enveloping the Sun.

But this is exactly the idea suggested by the ingenious astrophysicist Freeman Dyson back in 1960. He suggested that we could construct a swarm of solar panels enclosing our sun, capturing all its energy. Dyson reasoned that as humans use more and more energy, eventually we are going to outrun what can be captured on Earth alone. Only by expanding the energy metabolism of our civilization beyond our planet could we avoid catastrophic resource exhaustion.

Nowadays, scientists dont think this would require demolishing Jupiter. Anders Sandberg, senior researcher at Oxford Universitys Future of Humanity Institute, explains that it turns out making a sphere from thin metal foil made out of asteroids is way easier. One benefit is that we dont need to disassemble planets, he explains over Skype.

Fortunately, it also turns out that there are more than enough asteroids in the Solar System to make that much foil.

Sandberg explains that such ambitious projects would ultimately provide ways to maintain things we value. If we value biology and biodiversity, then we should preserve it from losses, whether caused by mass extinctions or human stupidity," Sandberg said. But this also means encouraging growth. If biodiversity is good, then we want more of it, and for ecosystems to stick around longer. To this end, Sandberg refers to ideas like Dysons as space gardening. Because, in short, they would grant the ability to cultivate life beyond Earth and spread it throughout the Solar System.

Sandbergs plan for gardening space is new, but the idea that humanity should harness more of the sun to increase the amount of living things is an old one. In 1900, the Serbian inventor Nikola Tesla decided that the greatest problem of science is increasing the total energy flowing through human civilization. Because, he thought, with more energy, we could banish scarcity and live fuller lives.

Tesla didnt propose exactly how to solve this, but he knew what the solution would roughly look like. It will, he said, ultimately involve increasing the amount of the suns energy we can put to use. Because, he figured, almost all complex and valuable thingsfrom ecosystems to sentient brainsrun on solar power. Civilization is just like a big plant: consuming sunlight in the indirect form of crops or coal.

A few years before Tesla, a self-taught genius living in a modest shack in rural Russia had already considered the same problem. Konstantin Tsiolkovsky, who helped invent the rocket, did the math and estimated that our biosphere intercepts only about 4x10-10 of the suns total output. All the rest is squandered, pumped into frozen space. Thats a lot of waste.

Tsiolkovsky proposed a bold solution. He suggested that, in the far future, humans might rearrange the entire Solar System. At first, we could string together "necklaces of asteroids" into sun-girdling halos that could harvest more outgoing light. Later, we could reshape the mass of the planetsinto "cubes, discs, rings"for the same purpose. Then we could harness almost all the Sun.

Tsiolkovsky wanted to do this primarily because he wanted to spread life through the Solar System. At the moment, biology is stuck on one fragile planet. His motivations were, at heart, green: he thought a Solar System with more ecology was better than the current one which is almost entirely barren. Why not turn void and desert into a garden?

In ensuing decades, other scientistslike Vladimir Vernadskywarned that the only way for humanity to ultimately avoid resource depletion would be to wean ourselves off meat and oil and somehow come to feed off the sun directly. This would phase out the inefficiency and immorality of more indirect methods, such as fossil fuels or food chains, they insisted.

Dyson, writing during the 1960s, was driven by similar motivations. Of course, some people didnt like his suggestion of urbanizing a star. One suspicious journalist at the time complained that Dysons spheres would turn stars into traffic lights. But Dyson himself conceived of them as living systems, or artificial biospheres," not industrial disruptions. He said that bringing the Solar System to life in this way would be the stepping stone towards spreading biology to other stars and ultimately greening the galaxy.

But what about plans for space gardening today? Going through a menu of plausible options, Sandberg points first to what he calls biosphere life extension. Our planets biosphere is resilient, but not immortal: in around a billion years our planet will become uninhabitable by natural causes like the expansion of our sun. However, Sandberg and his colleague Karim Jebari, of Swedens Institute for Future Studies, argue that putting solar shields into orbit could protect the biosphere from being scorched as the sun ages. This could prolong the existence of life on our planet for at least another billion years, Sandberg tells me.

Of course, many people in environmental ethics would say, Wait a minute, this stuff is very extreme: theres a lot of hubris involved in trying to control the climate. But we are already messing with the climate of the planet, so we are already altering it regardless," he said.

Say you are an ecocentrist, or someone who cares about ecosystems (including Earth as a whole) beyond any use or value for humans. Even for the staunchest ecocentrist, the potential for using technology to extend the entire biospheres lifespan provides a great reason to keep humans around rather than hoping they go extinct, because they actually are the only species around that can handle the solar radiation and keep ecosystems alive longer term," says Sandberg.

So "gardening" could involve extending the lifespan of Earth. But what about extending life beyond Earth? A first step would be creating conditions for life to persist in space environments on its own, Sandberg explains. He imagines space stations with hydroponic gardens mining asteroids to build more space stations with hydroponic gardens, and this form of habitat filling up the Solar System.

This would be a revolution in the history of life. Life would now actually have the vacuum of space as an ecological niche. Someone could object that there is an awful lot of steel and plastic, compared to flowers, in that vision, he admits. But it is really just some asteroid material getting turned into protective habitats for life. Thats a form of space gardening.

We can think of grander visions. Since Gerard ONeil, scientists have imagined larger space habitats, housing whole ecosystems. Not just trays of hydroponic plants, but actual functioning forests," says Sandberg.

Fully engineered environments like these would allow not just for copies of ecosystems on Earth but experimenting with alternate ones. Indeed, rather than focusing on making other planets Earth-likeor terraforming themSandberg suggests it might make more sense to simply make other planets amenable to biology without necessarily having humans deciding whats there.

Finally, theres the really radical proposals. How about life that thrives within the vacuum of space?

Dyson once spoke about genetically engineering plants capable of living on comets, without atmosphere. Sandberg said that he is skeptical of this idea, but if anyone did manage it, there might be no stopping it.

They would be bound to spread to other Solar Systems in the really long run. And, at that point, theres of course going to be a greening of the galaxyregardless of whether we are planning it or not," he said.

How long might greening the entire galaxy take? If the spores are left to drift and spread passively by their own accord, this could take around two billion years, which is a bit slow by human standards. But, on the standard of the galaxy itself, thats only around about 8 galactic rotations; thats not an enormous amount of time to go from a galaxy that doesnt have life in lots of corners to one that does," he added.

But it's also possible that intelligent life might intervene and help speed up this greening process. This could take as little as 100,000 years. If that happens, then we could be poised for a "phase transition" between a mostly dead and a mostly living Milky Way. Indeed, Sandberg and others are skeptical that our galaxy is already green or has been greened by anyone else.

Given that we may potentially have the technology to send out spores in a few decades, we had better decide on the ethics of doing so soon, because people may try regardless of if a framework exists or not. We might, say, want to throw in a bit of intelligence and designso its more of a garden than a wilderness red in tooth and clawor it might be that we decide to let evolution take its course, Sandberg muses.

Of course, building sun-sapping spheres and seeding the galactic volume might seem ambitious. But, ultimately, if we want to safeguard a future for ecosystems within the universe in the longer term, then it might just be that gardening space and farming the stars is the only genuinely conservationist route.

Lubbock weather radar to be down for 2 weeks – Plainview Daily Herald

Starting on Dec. 2, the Lubbock radar operated by the NOAAs National Weather Service will be down to implement a major upgrade.

Technicians will operate on KLBB WSR-88D to refurbish and replace the pedestal, one of the most critical components of the radar, which is necessary for antenna rotation and position to capture date in all directions.

The components are extremely heavy and will require the radome to be removed by crane and replaced when the work is completed.

The radar and pedestal were designed to last 25 years and this radar has exceeded its lifespan. The upgrade is necessary to keep the radar functioning for another 20 years or more.

The pedestal refurbishment is the third major project of the NEXRAD Service Life Extension Program, a series of upgrades that will keep the nations radars viable into the 2030s. NOAAs National Weather Service, the United States Air Force and the Federal Aviation Administration are investing $135 million in the eight-year program.

The first project was the installation of the new signal processor and the second project was the refurbishment of the transmitter. The fourth project will be the refurbishment of the equipment shelters. The Service Life Extension Program will be complete in 2023.

During the downtime, adjacent radars will be available. These include: KMAF Midland, KAMA Amarillo, KFDR Frederick, OK (Altus AFB), KFDX Clovis, NM (Cannon AFB), and KABI Abilene (Dyess AFB).

The KLBB WSR-88D is part of a network of 159 operational radars. The Radar Operations Center in Norman, Oklahoma, provides lifecycle management and support for all WSR-88Ds.

Switzerland extends life of CV90s – Jane’s

Armasuisse, the Swiss Federal Office for Defence Procurement, has awarded a contract to BAE Systems Hgglunds (BSH) for the life extension of the Swiss Armys 186 CV9030s, which Switzerland designates as the Schtzenpanzer (Infantry Fighting Vehicle, IFV) 2000, BSH announced in a news release on 18 November. The life extension aims to keep the IFV in service until 2040.

Armasuisse has awarded a contract to BSH for the life extension of the Swiss Armys 186 Schtzenpanzer 2000 IFVs. (DDPS)

BSH said the life-extension programme would modernise the Schtzenpanzer 2000s optical, electrical, and electronic components and include the installation of active damping technology to reduce wear and tear and through-life repair costs, as well as increase the IFVs cross-country speed and comfort.

The Federal Department of Defence, Civil Protection and Sport (DDPS) said on its website that the vehicles chassis would be reinforced and the following components would be replaced: computer systems and displays, vehicle information systems, the camera system, infrared camera, and electricity generator. The life-extension programme would not increase the Schtzenpanzer 2000s capabilities, according to the DDPS, but the vehicles will be fitted with a 360 surveillance system, which BSH said would increase the vehicles situational awareness, combat effectiveness, and survivability by allowing safer route planning and quicker targeting. Installation of a new electronics architecture would support the adaptation of the IFV to future developments in technology, the company added.

A mock B61-12s strike in the dusty Nevada desert successfully completed the first in a series of flight tests with the U.S. Air Forces newest fighter jet, demonstrating the bombs first release from an internal bomb bay at greater than the speed of sound.

The flight test of the B61-12 with theF-35A Lightning IIthis summer was the first ever at Sandia National Laboratories Tonopah Test Range featuring the fighter jet. It was also the first of a testing series that will conclude with full-weapon systems demonstrations designed to increase confidence the bomb will always work when needed and never under any other circumstances.

In partnership with the National Nuclear Security Administration, Los Alamos National Laboratory and the Air Force, Sandia completed a B61-12full-weapon system demonstrationwith theF-15E Strike Eaglefighter jet in March, and another in July with the Air ForcesB-2 Spiritbomber.

Sandia is the design and engineering lab for non-nuclear components of the nations nuclear stockpile, including the B61-12. In addition to non-nuclear component development, Sandia serves as the technical integrator for the complete weapon, assuring the system meets requirements as a full-weapon system.

Showing the bombs real-world capabilityDuring the Aug. 25 flight test, an F-35A flying faster than the speed of sound dropped a B61-12 containing non-nuclear and mock nuclear components from about 10,500 feet above Tonopah Test Range. The inert B61-12 struck the desert floor in the designated target area about 42 seconds later.

We successfully executed this historic, first-ever F-35A flight test at Tonopah Test Range within the specified delivery criteria, said Brian Adkins, range manager at TTR.

The success of this test, as with all other weapons evaluations, is only possible through the detailed planning, combined with full collaboration between TTR and the program engineers, and the execution of the test evolution by the field operators and recovery specialists in the combined team of Sandia and TTRs operations and maintenance subcontractor, Navarro Research and Engineering, he said.With the multiple phases and operational activities a test involves, the team at TTR is diligent to integrate safety and security into all segments to ensure proper precautions are implemented for mission success.

Coordination between Sandia, Los Alamos, the NNSA and the Air Force made the flight test possible, and initial data shows that all systems and interfaces between the refurbished bomb and the F-35A worked as expected.

Unlike previous fighter jets, the F-35A carries the bomb internally. The recent flight test was the first demonstration of a fully instrumented B61-12 release from an internal bomb bay on a fighter and the first such release at speeds of Mach 1 or greater, Samuels said.

This was the first test to exercise all systems, including mechanical, electrical, communication and release between the B61-12 and the F-35A, he said.

The test also came amidst now commonplace COVID-19 workplace restrictions, which can make planning more difficult but are not slowing down Sandias important mission work, said B61-12 program senior manager Christine Mitchell. Sandia National Labs, Los Alamos National Laboratory, NNSA and our Air Force partners are working diligently to ensure F-35A major milestones stay on track, despite the challenges presented by COVID-19.

The F-35A is a fifth generation fighter and is described by an Air Forceonline fact sheetas an agile, versatile, high-performance, 9-G capable multirole fighter with stealth technology and advanced sensors. Nine countries the United States, the United Kingdom, Italy, Netherlands, Turkey, Canada, Denmark, Norway and Australia were involved in the fighter jets development.

The latest test is a critical piece in the F-35A and B61-12 program, Samuels said. Aboard the newest fighter, the B61-12 provides a strong piece of the overall nuclear deterrence strategy for our country and our allies.

Sandia design and engineering is integral to B61-12 Life Extension ProgramThe compatibility testing is an essential part of theB61-12 Life Extension Programto refurbish, reuse or replace components, extend the bombs service life, and improve its safety, security and effectiveness.

A life extension program allows scientists and engineers to address the aging of nuclear weapons components. Some components are requalified and go back into a weapon without change; others that have aged are remanufactured using the original specifications; and sometimes the original technology is no longer available, so Sandia redesigns those parts using modern technology.

The first B61 entered service 50 years ago, and over the decades numerous modifications have been made to increase safety and reliability. The B61-12 consolidates and replaces most of the previous variants. The National Nuclear Security Administration recentlyannouncedplans to manufacture the first refurbished B61-12 in fiscal year 2022.

Just a few months after the first photos of the F-35 testing the B61-12 nuclear bomb in 2019 for the F-35A Dual Capable Aircraft (DCA) program were released, the Sandia National Laboratories announced that the F-35 dropped for the first time an inert B61-12 nuclear bomb from its internal bomb bay during supersonic flight. According to the press release, the test took place on Aug. 25, 2020 at about 10,500 ft above the Tonopah Test Range, with the inert bomb hitting the target area after a 42 seconds-flight.

The test was the first performed by Sandia, the National Nuclear Security Administration, the Los Alamos National Laboratory and the U.S. Air Force over the Tonopah Test Range with the F-35A and the first of a testing series that will conclude with full-weapon systems demonstrations designed to increase confidence the bomb will always work when needed and never under any other circumstances. Sandia oversees the design and engineering for the non-nuclear components of the United States nuclear stockpile, including the new B61-12, and of the integration of the complete weapon on the aircraft.

We successfully executed this historic, first-ever F-35A flight test at Tonopah Test Range within the specified delivery criteria, said Brian Adkins, range manager at TTR. Earlier this year, the team completed a B61-12 full-weapon system demonstration with the F-15E Strike Eagle and the B-2A Spirit, completing the integration of the bomb aboard the two aircraft. Differently than the Strike Eagle, the F-35 transports its B61-12 internally, and according to Sandias previous press releases, it seems that the F-15E did not attempt a supersonic drop of the bomb, simply stating that the aircraft was flying near Mach 1 in at least two tests at 1000 ft and 25000 ft. Steven Samuels, a manager with Sandias B61-12 Systems Team, confirmed that the F-35 test was the first demonstration of a fully instrumented B61-12 release from an internal bomb bay on a fighter and the first such release at speeds of Mach 1 or greater.

The F-35A DCA, according to public information, should achieve the nuclear certification in January 2023, pretty much in line with earlier reports that scheduled the completion of the integration works between 2020 and 2022. Regarding the delivery of the new weapon, the B61-12 could be first delivered to the U.S. Air Force starting from 2022, after significant delays were caused by some faulty electrical components. Around 480 bombs will reportedly be upgraded to the new configuration.

The B61-12 represent the latest LEP (Life-Extention Program) upgrade to the B61 line of nuclear weapons that has already been extensively tested with theF-15E Strike Eaglesof the 422nd Test and Evaluation Squadron,back in 2015.

The Life Extension Program or LEP, will replace the B61 -3, -4, -7, and -10 mods, with the -12 that, along with the B83, will become the only remaining gravity delivered nukes in the inventory.

The B61-12 gravity bomb ensures the current capability for the air-delivered leg of the U.S. strategic nuclear triad well into the future for both bombers and dual-capable aircraft supporting NATO, said Paul Waugh, AFNWCs Air-Delivered Capabilities director in a U.S. Air Forcerelease dated Apr. 13(more or less when the world learnedabout the first use of the famous MOAB in Afghanistan). The B61-12 will be compatible with the B-2A, B-21, F-15E, F-16C/D, F-16 MLU, F-35 and PA-200 aircraft.

The LEP increases the B61s accuracy so much that it will have the same capability against hardened targets as the much more powerful weapons it is replacing.

The success of this test, as with all other weapons evaluations, is only possible through the detailed planning, combined with full collaboration between TTR and the program engineers, and the execution of the test evolution by the field operators and recovery specialists in the combined team of Sandia and TTRs operations and maintenance subcontractor, Navarro Research and Engineering, he said.With the multiple phases and operational activities a test involves, the team at TTR is diligent to integrate safety and security into all segments to ensure proper precautions are implemented for mission success.

Coordination between Sandia, Los Alamos, the NNSA and the Air Force made the flight test possible, and initial data shows that all systems and interfaces between the refurbished bomb and the F-35A worked as expected.

Unlike previous fighter jets, the F-35A carries the bomb internally. The recent flight test was the first demonstration of a fully instrumented B61-12 release from an internal bomb bay on a fighter and the first such release at speeds of Mach 1 or greater, Samuels said.

This was the first test to exercise all systems, including mechanical, electrical, communication and release between the B61-12 and the F-35A, he said.

The test also came amidst now commonplace COVID-19 workplace restrictions, which can make planning more difficult but are not slowing down Sandias important mission work, said B61-12 program senior manager Christine Mitchell. Sandia National Labs, Los Alamos National Laboratory, NNSA and our Air Force partners are working diligently to ensure F-35A major milestones stay on track, despite the challenges presented by COVID-19.

The F-35A is a fifth generation fighter and is described by an Air Force online fact sheet as an agile, versatile, high-performance, 9-G capable multirole fighter with stealth technology and advanced sensors. Nine countries the United States, the United Kingdom, Italy, Netherlands, Turkey, Canada, Denmark, Norway and Australia were involved in the fighter jets development.

The latest test is a critical piece in the F-35A and B61-12 program, Samuels said. Aboard the newest fighter, the B61-12 provides a strong piece of the overall nuclear deterrence strategy for our country and our allies.

The compatibility testing is an essential part of the B61-12 Life Extension Program to refurbish, reuse or replace components, extend the bombs service life, and improve its safety, security and effectiveness.

A life extension program allows scientists and engineers to address the aging of nuclear weapons components. Some components are requalified and go back into a weapon without change; others that have aged are remanufactured using the original specifications; and sometimes the original technology is no longer available, so Sandia redesigns those parts using modern technology.

The first B61 entered service 50 years ago, and over the decades numerous modifications have been made to increase safety and reliability. The B61-12 consolidates and replaces most of the previous variants. The National Nuclear Security Administration recently announced plans to manufacture the first refurbished B61-12 in fiscal year 2022.

Traditional launch services may not suit the needs of the future Space Force – SpaceNews

The Space Forces launch enterprise is trying to gain better insight into the next wave of space innovation and figure out how the military could acquire those capabilities.

WASHINGTON SpaceX and United Launch Alliance were selected as U.S. national security launch providers based on their ability to deliver spacecraft to specific Earth orbits. How the Pentagon buys launch services in the future could change, however, as the military considers using emerging technologies and services known as space mobility and logistics.

Col. Robert Bongiovi, the director of the Space Forces launch enterprise, said his office is trying to gain better insight into the next wave of space innovation and figure out how the military could acquire those capabilities.

The Space and Missile Systems Center Launch Enterprise issued a request for information Nov. 10 asking companies to submit by Jan. 15 details on planned investments that would support space mobility and logistics.

Space tugs that move satellites to different orbits or within orbits, satellite refueling and servicing vehicles, and in-space manufacturing are some of the capabilities mentioned in the request for information as examples of the future space ecosystem.

These are all new space missions and capabilities that the military doesnt currently do. Bongiovi said last week at a Mitchell Institute event that the information submitted by the industry will help the Space Force decide on future investments in space access, mobility and logistics.

The Space Force in its vision document mentions space mobility and logistics as core competencies of the service.

Bongiovi said there are currently no plans to change the structure of the national security launch program, which relies on two launch providers to fly military and intelligence community satellites to multiple orbits. But he said the Space Force is doing market research that could inform the requirements for launch providers for the next national security space launch competition in 2024. Industry has a view of the future that is very expansive, he said.

We have to have honest conversations with industry on where theyre going and why, said Bongiovi. We also have to talk to our satellite providers and understand the demand.

Point-to-point transportation

One potential future use of space vehicles contemplated by the military is for cargo delivery on Earth. The U.S. Transportation Command, which is responsible for moving personnel and cargo around the world, is studying how space launch vehicles might be used to transport supplies and people in emergencies .

The idea has fascinated senior officials like Will Roper, assistant secretary for acquisitions for the Department of the Air Force. Using suborbital space vehicles for point-to-point delivery opens up intriguing possibilities, he told reporters Nov. 24.

My personal view, from what I see industry developing, is that logistics is a really interesting capability to rethink, he said. You can put mass quickly to the other side of the world. Special operations forces could be on the ground halfway around the world in minutes, said Roper.

Bongiovi seemed skeptical, however.

The Space Force launch enterprise, he said, supports studies on the use of space vehicles for cargo delivery. On whether this could actually be done, Bongiovi said, I dont think in the launch enterprise we have insight to answer this.

Launch companies will provide us the opportunity to take advantage of new uses for their systems, he said. I dont know that this is going to be one of them.

Lt. Gen. John Shaw, deputy commander of U.S. Space Command, suggested the military will wait and see how these technologies are employed in the private sector before it commits to fund programs.

Asked to explain how the military sees space mobility and logistics, Shaw said: Ive been intrigued by that concept for a long time.

I think we will watch it closely to see how effective it becomes on the commercial side, and in parallel see if we can introduce that into our architecture as a possible resilience measure or life extension measure, Shaw said Nov. 20 at an online event hosted by the Air Force Associations Schriever Chapter.

Shaw said the Space Force has to carefully analyze these options and figure out what parts of the space architecture benefit from that service.

WALTHAM, MA, USA I November 18, 2020 I Adagio Therapeutics, Inc., today pre-published in vitro and in vivo data demonstrating its lead antibody candidate, ADG2, shows similar or higher potency against SARS-CoV-2 compared to monoclonal antibodies (mAbs) in clinical development, while also uniquely offering broad neutralization against a range of sarbecoviruses that pose a threat to humans. Adagio expects its half-life engineered version of ADG2, called ADG20, to enter clinical studies in early 2021. The manuscript summarizing the Adagio findings has been accepted for review by the journal Science and was made available on the bioRxiv.org pre-print server.

These studies demonstrate our lead antibody shows comparable or higher neutralization potency against SARS-CoV-2 than most leading antibodies currently in development for COVID-19, and yet maintains its ability to potently neutralize SARS-CoV and additional pre-emergent SARS-like coronaviruses currently circulating in bats, said Laura Walker, Ph.D., chief scientific officer of Adagio. All of the antibodies currently in clinical development trade-off breadth for potency. They either show broad activity against other sarbecoviruses but lack neutralization potency, or they show high neutralization potency against SARS-CoV-2 but lack activity against other coronaviruses. Family fight to make more memories with daughter after pandemic robs them of precious time – North Wales Live

The family of a 10-year-old girl fighting an inoperable brain tumour have told how the pandemic has robbed them of precious memories with their daughter.

But they say the generosity of donations are helping to prolong her life.

Paul Slapa and Carran Williams were given the devastating news on New Years Eve that their daughter, Eva, had diffuse intrinsic pontine glioma (DIPG).

The tumour sits in the brain stem, making it impossible to remove.

The rare and aggressive disease only affects a small number of children each year, and as a result, little progress has been made to identify ways to treat children with the diagnosis.

The family, from Marford, Wrexham, were told the best thing to do was to go and make memories as a family.

But as the pandemic struck, not only were plans for family holidays and special days out restricted - clinical trials in the US were also put on hold.

Once they eventually reopened in July, the trials only began accepting US patients because of travel restrictions.

Evas dad, Paul, who works in finance, said: The diagnosis was hard enough.

But to then miss out on treatment and to be able to go places together and go on holiday is tough.

Youre just waiting around, and now that shes in a position where things are more difficult for her, we cant do these things anyway because shes unable to.

Were lucky to live in a rural area, but its not quite the same as doing the fun stuff.

Its those things that have been affected from a memories perspective.

Weve just missed out on this period of time, and that has been tough.

He told how Evas last scan in October revealed the tumour has progressed, meaning the ability to move her face and her balance has become worse.

There are no more treatment options in the UK - shes had her last radiotherapy in August which was just to stabilise things, Paul said.

Thats all finished now.

As a result, the family is desperate to continue raising money that will help fund private medication that is hoped will prolong Evas life until medication with a known positive effect becomes available.

After starting a fundraising campaign at the beginning of the year, they hit their initial 250,000 target.

But with ever-growing private medical costs and with the hope of finding more effective treatment, the target has now been increased to 500,000.

The worst scenario is that we get access to something, but then we cant afford to do it, Paul said.

Not having the money shouldnt be an issue - so thats why we carry on.

They are currently paying 12,000 every 12 weeks for a private German medication, which Eva has been taking since June.

They are also trying to access further medication in the hope of prolonging their daughters life at a cost of around 10,000 a month.

Its all cost that adds up because the NHS will not allow us to have them over here, which is frustrating, Paul added.

If we were to continue with the treatment over the next 12 months, were talking 160,000 euros - and that doesnt include European hospital care.

It means weve got to keep fundraising because those amounts of money are just astronomical.

Paul said they dont know if the medication is having a positive effect on Eva, but say they will continue with the treatment in the hope that it is.

The reality is there is no cure for DIPG, so life extension is your goal, he said.

We hope during that time as trials launch that something does prove to have an effect.

We have to act now because we dont know what the future holds.

Paul added: The NHS is brilliant in terms of free access to healthcare and thats fantastic - but where it doesnt work as well is when you have to pay thousands of pounds to access a drug because the NHS wont prescribe it because its not part of a trial.

My attitude is that if its potentially going to help a child whos ill to the point where they don't necessarily have that amount of time, then you should try these things.

Weve been really lucky that lots of people have supported us, but I know of other families who havent had that same success.

How is it fair that they then just dont get access to treatment?

It doesnt make sense to restrict a child from having a chance - its wrong.

But since the pandemic, Paul told how it has become very difficult to raise money with coronavirus restrictions in place.

We had all these ideas in the pipeline to hold events, but even thats been difficult because of the restrictions, so weve had to find different ways to do it.

Theres only so many times you can ask people to keep giving.

Locally so many incredible people have donated already, but how many times can you ask that same person to put their hand in their pocket for us?

Thats why Children in Need was fantastic because it raised awareness of Evas situation nationally.

There were pictures and videos running on the beach and pictures of her when she was younger smiling, and its that which knocked her.

She turned to Carran and said she wanted to be normal again.

Its that bit that really gets to you, because theres nothing you can do to help her.

As part of the Robert Moses Niagara Power Plants life extension and modernization program, called "Next Generation Niagara," 13 turbine units in the project's main generating facility will be upgraded. An outage to allow for the overhaul of the first unit began recently and digitization and modernization work commenced earlier this month.

The digitization of the first hydroelectric generator at the Robert Moses Power Plant is significant because it will set the course for work on the remaining twelve units, said Gil C. Quiniones, NYPA president and CEO. We have been planning this work for many months, but as the old saying goes, this is where the rubber meets the road.

Next Generation Niagara was launched in July 2019. Next Gen improvements include replacing aging equipment with the latest machinery reflecting advanced digital technologies for optimizing the hydroelectric project's performance. The initiative encompasses four major phases. 1) A comprehensive inspection of the Robert Moses plant's penstocksthe 485 foot tubes that are 24 feet in diameter along the face of the project that carry water from the forebay to the turbine generators; 2) refurbishing the 630-ton crane that enables mechanical work on the turbines; 3) upgrading and digitizing control systems; and building a new back-up control room and 4) overhaul and/or replacement of mechanical components that have reached the end of their operating life.

This first major outage will allow for the installation of new digital controls on the first (one of 13) turbine generator unit and its connections to the control room and the plants substations. Panels in the control room corresponding to the turbine unit also will be digitized as part of the plants overall Control Room upgrade and redesign. The turbine unit outage aligns with another outage for work on NYPAs transmission life extension and modernization program taking place in the plants switchyard.

Thiswill allow new digital controls to be installed on the transformers and circuit breakers corresponding to the upgraded turbine. (This animation describes the digital connections between the generating unit, the control room and the substation). The work on this first unit is part of a design build contract NYPA trustees awarded to Burns and McDonnell earlier this year which includes subcontracts to Emerson and Ferguson Electric of Buffalo. The first-unit outage is expected to last approximately 7 months.

Following the collapse of Niagara Mohawk's Schoellkopf Power Station in 1956, and the elimination of tens of thousands of jobs in the Niagara region and nearly 25 percent of the city's tax base, the Federal Power Commission issued a license in 1957 to the New York Power Authority to redevelop Niagara Falls' hydroelectric power. The Power Authority employed 11,700 workers and within three years, 12 million cubic yards of rock were excavated. The herculean effort led to the construction of a massive main structure that is 1,840 feet long, 580 feet wide and 384 feet high.When the Niagara Power Project produced its first power in 1961, it was the largest hydropower facility in the Western world and President John F. Kennedy called it "an example to the world of North American efficiency and determination." After 60 years of operation and its obtaining a new 50-year federal operating license in 2007, the Niagara Power Project remains the crown jewel of New York's power infrastructure.

NYPA is the largest state public power organization in the nation, operating 16 generating facilities and more than 1,400 circuit-miles of transmission lines. More than 80 percent of the electricity NYPA produces is clean renewable hydropower. NYPA uses no tax money or state credit. It finances its operations through the sale of bonds and revenues earned in large part through sales of electricity.

Minot’s weather radar will be out of service for approximately one week for scheduled upgrades – Minot Daily News

Kim Fundingsland/MDNThis weather radar site that covers the Minot area will be out of service today until Friday, Nov. 20, for scheduled upgrades. The radar is located north of Granville.

GRANVILLE The radar the National Weather Service uses to provide informational coverage and help in compiling forecasts for Minot and the surrounding area is off-line today and will be until at least next Friday. The reason why is to allow for the installation of updated equipment.

The NWS, U.S. Air Force and the Federal Aviation Administration have invested $150-million in a Service Life Extension Program for a network of 159 operational radars in the United States. The radar serving Minot, KMBX WSR-88D, is due for a generator replacement over the next seven days. The project will include fuels tanks and accompanying components.

When completed, the upgrade will support that radars operation during periods of commercial power outages which often occur during times of hazardous weather. The current upgrade is not the last on the schedule. Refurbishment of the pedestal that supports the radar and adjacent equipment shelters will complete the Service Life Extension Program. Those improvements are scheduled for completion in 2023.

Minots weather radar is viewed by many on cell phones, laptops and the like, especially during times of inclement weather such as rain or snow events. While Minots radar will be down during the current maintenance period, the NWS advises weather watchers to monitor adjacent radars at Bismarck, Mayville (Grand Forks), and Glasgow, Montana. The NWS Radar Operation Center is located in Norman, Oklahoma.
